Summary

Communication & Relationships Management of the Enable East brand identity, including articulating a clear vision for the Enable East offering to the market, clearly differentiated from the competition, to make this attractive to senior customers, commissioners and funders as well as internal stakeholders within EPUT. To proactively develop and sustain strong working relationships with external agencies including customers, contractors, commissioners and funders to develop further business opportunities. To develop and maintain strong and trusting relationships with leads of key corporate functions within EPUT. The post holder will be required to have regular contact with external stakeholders and will often need to engage with them over sensitive, complex, contentious and confidential issues. To participate in relevant internal and external working groups/projects, services and initiatives to provide project information and analytical advice and expertise. To present project information and issues, explaining complexities, to a wide range of internal and external stakeholders. To liaise with other senior managers to share best practice. Analytical & Judgement Skills Personally lead, support and contribute to formal negotiations with customers on new business opportunities providing a high level of negotiating expertise to secure the most advantageous arrangements. Develop and implement qualitative and quantitative measures to determine performance against the business plan. Report progress through personal representation at senior management forums and by written reports to appropriate boards and groups of staff. Present complex information on all aspects of Enable East business in a clear, understandable and audience-appropriate manner to senior management and board level groups. Evaluate, interpret and locally implement best practice and ensure that best practice is developed and delivered at organisational and departmental levels. Ensure a smooth transition through decision making processes. Identify innovative opportunities to develop new as well as expand existing programmes of work. Quality oversight of deliverables produced for clients. Planning & Organisational Skills Oversee the tracking of progress against plans and milestones, ensuring appropriate processes are in place to flag issues, risks and concerns. Responsible for proposing and drafting changes, implementation and interpretation to contracts, partnership agreements, service level agreements (SLAs) and polices and protocols. Develop plans and seize opportunities, mitigate threats to deliver Enable Easts business plan and strategic objectives. Contribute to the review and development of existing information management systems and contribute to the development of an integrated approach to project management. Responsibility for Policy & Service Development Devise, manage and update policies and procedures, ensuring the adoption of best practice methodology, rules, standards and thresholds; disseminating these methodologies etc. to staff within the department and throughout the organisation. The post holder will maintain a good knowledge of Trust policies, wider statutory policy, legislative requirements and local government policy, to assist in the future planning and strategy for new business opportunities. The post holder will be responsible for maintaining up to date knowledge and understanding of European Funding compliance requirements in relation to future grant funding opportunities. Operational policy for Enable East, including ensuring contracts for associates includes recognition of both EPUT policies and other external requirements including data protection, data sharing and external agencies standing orders and standing financial instructions. Responsibility for Financial & Physical Resources The postholder will be directly responsible for the full value of any grants secured and all associated functions with the management of the grant to ensure the grant successfully achieves all contractual targets, results and outcomes and meets compliance requirements. The post holder will be responsible for ensuring that procurement arrangements with new suppliers and contracts for are managed within EPUTs requirements including obtaining appropriate waivers as required. The post holder will be directly responsible for Enable Easts financial targets and responsibilities. The post holder will be responsible, each year, for securing funding from external agencies to support the business and fund the core team of Enable East. The post holder will be responsible for evaluating the value for money of new contracts, monitoring the performance of existing contracts and ensuring that sub-contractors performance aligns, and complies, with contractual terms and conditions. Act in a way that is compliant with Standing Orders and Standing Financial Instructions in the discharge of this responsibility. Constantly strive for value for money and greater efficiency in the use of suppliers Responsibility for Human Resources To lead recruitment, appraisal, retention, development, training and motivation of employees within Enable East To manage, motivate and develop staff within the team to ensure that they are able to deliver their objectives. Including the management of disciplinary procedures as required, undertake staff consultation and consider welfare and safety matters, taking into account instructions and guidelines issued. To recruit as necessary and performance manage a team that delivers a range of tasks aligned to the Enable East strategic objectives and business plan. Use appraisal and development policy and procedure to ensure that appraisals are undertaken regularly. Responsibility for Information Resources Ensure robust processes are in place for collecting, evaluating and interpreting data. Ensure performance measures are in place to inform the short, medium and long term strategies relating to Enable East business development. Ensure GDPR is implemented in relation to data collection mechanisms. Responsible for the reporting on information of expenditure both within and outside the organisation. Ensure processes and staff behaviours are in place for appropriate information sharing. Responsibility for Research & Development Ensures that relevant groups are able to access best practice and current information. Commissions Research and Development activity as required in line with specific programme requirements. Ensures that benefits from research and development and from innovation are realised by stakeholder organisations.
