This post is the senior leadership role within Enable East, which is hosted by Essex Partnership University NHS Trust (EPUT), reporting to EPUT's Director of Strategy. You will spend approximately 50% of your time providing senior operational leadership to the core team and supporting project and programme delivery, and the other 50% developing a pipeline of new business.

Enable East directly supports the delivery of EPUT's strategic objective to "help our communities thrive" and the post holder will be responsible for priority programmes within EPUT's social impact strategy.

This post is offered as a 12 month fixed term contract while the income projections of the business are proven. There is definitely potential for the post holder to take direct action and influence decision making about extending or substantiating contracts during the Q2 review process.

Main duties of the job

The post holder will be responsible for delivering the new ambitious business plan by:

  • Providing strategic and operational management of all financial matters for Enable East including quarterly reporting to the EPUT executive committee.
  • Operational oversight of performance measures relating to all contracts including any grant funded programmes and managing consortia with multiple partners to deliver contractual objectives, targets and outcomes.
  • Strategic leadership of business development and marketing initiatives to increase commissioned work and contracts within the NHS, statutory, voluntary and private sectors.
  • Strategic lead on existing and new grants and contracts within the voluntary and community sector.
  • Growing and nurturing the pool of associates through which Enable East delivers many commissioned projects.
  • Provide operational management of Enable East core team planning and HR.

  • Management of the Enable East brand identity, including articulating a clear vision for the Enable East offering to the market, clearly differentiated from the competition, to make this attractive to senior customers, commissioners and funders as well as internal stakeholders within EPUT.
  • To proactively develop and sustain strong working relationships with external agencies including customers, contractors, commissioners and funders to develop further business opportunities.
  • To develop and maintain strong and trusting relationships with leads of key corporate functions within EPUT. The post holder will be required to have regular contact with external stakeholders and will often need to engage with them over sensitive, complex, contentious and confidential issues.
  • To participate in relevant internal and external working groups/projects, services and initiatives to provide project information and analytical advice and expertise.
  • To present project information and issues, explaining complexities, to a wide range of internal and external stakeholders.
  • To liaise with other senior managers to share best practice.

  • Devise, manage and update policies and procedures, ensuring the adoption of best practice methodology, rules, standards and thresholds; disseminating these methodologies etc. to staff within the department and throughout the organisation.
  • The post holder will maintain a good knowledge of Trust policies, wider statutory policy, legislative requirements and local government policy, to assist in the future planning and strategy for new business opportunities.
  • The post holder will be responsible for maintaining up to date knowledge and understanding of European Funding compliance requirements in relation to future grant funding opportunities.
  • Operational policy for Enable East, including ensuring contracts for associates includes recognition of both EPUT policies and other external requirements including data protection, data sharing and external agencies standing orders and standing financial instructions.

Responsibility for Financial & Physical Resources

  • The postholder will be directly responsible for the full value of any grants secured and all associated functions with the management of the grant to ensure the grant successfully achieves all contractual targets, results and outcomes and meets compliance requirements.
  • The post holder will be responsible for ensuring that procurement arrangements with new suppliers and contracts for are managed within EPUTs requirements including obtaining appropriate waivers as required.
  • The post holder will be directly responsible for Enable Easts financial targets and responsibilities.
  • The post holder will be responsible, each year, for securing funding from external agencies to support the business and fund the core team of Enable East.

  • The post holder will be responsible for evaluating the value for money of new contracts, monitoring the performance of existing contracts and ensuring that sub-contractors performance aligns, and complies, with contractual terms and conditions.
