Summary


We have a substantive post available asHead of Locality Finance (HoLF) - Humber & North Yorkshirewithin the North East & Yorkshire region of NHS England. The post is aligned to the Integrated Care Systems (ICSs) in Humber & North Yorkshire system. Integrated Care Systems are a partnership where local partners – the NHS, councils, voluntary sector and others – work together tocreate better services based on local needs. Each ICS has an integrated care board (ICB) which is anNHS organisation responsible for planning health services for their local population

The North East & Yorkshire region has an operational finance team led by the Director of Operational Finance, who reports to the Regional Finance Director and is supported by two Deputy Directors of Operational Finance. Each HoLF role reports to one of the Deputy Directors and also works operationally with their aligned Integrated Care Board finance team. The role has both region-wide and system-focussed responsibilities and will be undertaking a wide variety of work with multi-disciplinary regional colleagues, system and organisation finance leaders, and national colleagues.

The role is very varied and responsibilities will include operational and medium term financial planning, annual plan delivery, financial risk management, productivity and efficiency, major capital business case review, assessing trust governance and efficiency arrangements, application of regulatory responsibilities including CQC Well led financial risk assessments and NHS oversight framework, sourcing and sharing best practice and improvement opportunities, and working with national colleagues in capital, financial reporting and strategic finance teams.

The Operational Finance team operates hybrid working which provides the ability to work flexibly from home alongside office-based and other face to face working environments as required to most effectively deliver our business. Due to the focus on aligned working with an ICB these posts will be based at a regional office within the relevant ICS geographic area, butthe postholder should anticipate that delivering our business will require regular presence in a range of venues across the region andit is therefore necessary for the post holder to have the ability to travel efficiently.
