An Engagement & Compliance Lead is required to be the National Lead for Cull liaison activity for Operation Cobb, the Police National Response to Badger Control during planning and operational phases. Previous experience working in a Policing environment at management level and/or have the knowledge and awareness to identify potential offences during the scope of their activity and signpost accordingly is required for this role.

Key responsibilities:

Engage with DEFRA, NFU, Natural England, APHA and other stakeholders regularly (not an exhaustive list).
Direct line management responsibilities for one coordinator including welfare, performance and attendance. Management and coordination of a wider group of officers and police staff who undertake cull liaison and protest liaison functions across the country.
Ensure a consistent approach, monitoring force engagement levels, incidents, crimes and reporting into the National team to identify trends and actions.
Manage and co-ordinate Cull liaison and Police liaison assets throughout all participating Police Force areas.
Coordinate a multi-agency response to minimise disruption and provide reassurance to residents of all communities during the annual licensed badger cull.
Maintain the confidence of the public and provide community reassurance to communities before, during and at the conclusion of the operational phase of the licensed badger cull (Operation Cobb).
Research, design and deliver training and awareness events for cull company contractors and management. Research, design and deliver training and awareness events for groups opposed to culling activity to ensure persons are aware of safety considerations and ‘lawful activity’ boundaries.
Research, source, understand, evaluate and interpret complex and evolving specialist legislation, procedures specifically relating to the enforcement and interpretation of animal welfare, protest, harassment, and the policing thereof.
Collate, evaluate, analyse, and present detailed National performance data from all participating Police Forces, crime, arrest, intelligence, deployment, and other relevant data relating to the Operational Period for key-debrief documentation.
Identify key learning and preparation of preliminary recommendations for consideration at formal internal and multi-agency debrief meetings.
Responsible for Cull Liaison and protest liaison budgets, vehicles required and any required equipment necessary to deliver briefings at rural locations.

Experience:

Previous experience working in a Policing environment at management level and/or have the knowledge and awareness to identify potential offences during the scope of your activity and signpost accordingly.
Information management and security knowledge and experience in dealing with sensitive information. Particularly to maintain impartiality and have an awareness of reputational and corporate risk.
Proven experience of multiagency working.
Recent experience of working and engaging with diverse groups, communities, and other parties, including dealing with conflict and difficult situations.
Experience in the initiating and oversight of sensitive investigations, utilising relationships, and communication skills to expeditiously progress such investigations.
Ability and recent experience of drafting complex documentation (for example, Police Operational Orders, Operational Plans) and supporting materials. This includes the ability to evaluate and assimilate complex related information, such as resourcing levels and deployment information.



Knowledge:

Detailed understanding of appropriate mechanisms for evaluation of threat and risk such as the National Decision Model and implementation of a considered methodical approach to manage such threat and risk.
Demonstrable awareness and familiarisation with Operation Cobb, the structure and Operational Command.
Detailed understanding of communication and mechanisms for police command and control.



Skills & Abilities:

A proven ability of being able to establish relationships and credibility with Senior officers and Senior representatives of key stakeholder organisations, involving a high degree of integrity, tact, and diplomacy.
Ability to prepare and deliver messaging and engagement to ensure connectivity with relevant individuals, groups and communities to achieve positive outcomes.
An ability to deliver results under pressure including an ability to work on own initiative with minimal supervision and have an elevated level of self-tasking and management of own workload.
A flexible approach and ability to change priorities, work to deadlines, take on unplanned tasks at short notice and deliver results under pressure.
High level of computer literacy and an ability to interpret complex information and data and act accordingly.
Effective communication, negotiation and influencing skills.
