Summary

A Vacancy at Central and North West London NHS Foundation Trust.


The Peer-Supported Open Dialogue programme will require the post holder to support the Medical Director, external consultants and other stakeholders to ensure the smooth delivery of the pilot programme, primarily throughout the borough of Westminster with the scope of spreading wider throughout the Trust.

The post holder is expected to support the development, delivery and monitoring of the main projects/workstreams within the programme. The main ones being the Westminster Pilot operations, Practice and Development, Communications, Safeguarding, Peers, Evaluation and Training. Ensuring effective and detailed implementation plans, delivery and governance at all times. The post holder will be required to monitor interdependencies between projects and manage these effectively.

With a strong emphasis on supporting the day to day delivery of projects, the post holder will need to deliver excellent co-ordination, communication and rapid management of decision-making processes to ensure the continuity and quality of services.

The post holder, reporting to the Medical Director and working closely with the Jameson Business and Transformation team, will be accountable for the delivery of programmes of work and include required reporting, governance, finances, risk management and other processes to provide assurances and oversight. The individual will hold accountability for ensuring implementation of strategic objectives, supporting programmes and meeting performance targets.

Programme Management
• Ensuring programmes of work are delivered, through the establishment of partnership working and building relationships underpinned by trust, honesty, collaboration and respect


• Engagement with key internal and external resources to deliver the required commissioner input and expertise against key programmes and projects, and drive opportunities for innovation and efficiency


• Establish appropriate operational and governance arrangements, including the chairing, participation and leadership to relevant programmes and ensuring all are supported by relevant Terms of Reference, accountability structures and reporting mechanisms


• Support the development and delivery of projects/programmes of work across Open Dialogue

Quality Improvement
• To provide expert advice on the Open Dialogue programme in the use of the service improvement techniques and improvements
• To provide support and challenge to support the project and individuals to maximise the progress and delivery of the project deliverables.
• To contribute to the teaching, coaching and transfer of quality improvement methodological knowledge to project stakeholders

PROGRAMME MANAGEMENT
• Ensuring programmes of work are delivered, through the establishment of partnership working and building relationships underpinned by trust, honesty, collaboration and respect


• Embedding project and programme management approaches, skills and competencies


• Engagement with key internal and external resources to deliver the required commissioner input and expertise against key programmes and projects, and drive opportunities for innovation and efficiency


• Establish appropriate operational and governance arrangements, including the chairing, participation and leadership to relevant programmes and ensuring all are supported by relevant Terms of Reference, accountability structures and reporting mechanisms


• Support the development and delivery of projects/programmes of work across Open Dialogue


• Provide expert input and support into programme development, review of processes, operational discussions and strategies


• Work collaboratively with partner colleagues, clinicians and the wider health and social care team to develop a common understanding of the programme requirements


• Represent Open Dialogue on local and regional groups, where appropriate


• Provide programme expertise and leadership to support the delivery of efficiency and/or productivity schemes from idea generation and scheme development to implementation and saving realisation


• Compile and present papers and proposals to the Programme Board, Operational Groups and Transition project groups – and support or deliver papers to the relevant meetings and other external/internal groups using facilitation and persuasion skills to gain agreement


• Advise and support Programme, Project and Operational Teams both internally and across partner organisations and networks to ensure project progress is maintained, milestones are met, risks are highlighted and adjustments are made as necessary


• Ensure that the impact of Open Dialogue programmes are fully evaluated and communicated, and that lessons are learnt for future programmes


• Be responsible for day-to-day project management of the Open Dialogue Team


• Negotiate and motivate to ensure participation and collaborative working with stakeholders across the Open Dialogue programme


• Review and consider the key risks to delivery of projects and the identified mitigating action


• Work with the teams to plan and organise multiple complex projects including facilitation of stakeholder events


• Ensure the delivery of financial objectives and identified improvements arising from project responsibilities


• Maintain effective utilisation of resources and financials over the programme of work to ensure delivery of multiple projects within the Open Dialogue programme


• Utilise highly developed communication and influencing skills working with a wide range of both internal and external stakeholders ensuring the needs of patients are visible in every decision that is made



QUALITY IMPROVEMENT
• To provide expert advice on the Open Dialogue programme in the use of the service improvement techniques and improvements


• To provide support and challenge to support the project and individuals to maximise the progress and delivery of the project deliverables.


• To contribute to the teaching, coaching and transfer of quality improvement methodological knowledge to project stakeholders


• To provide expert knowledge, skills and experience related to a range of improvement tools and techniques including:

Stakeholder Mapping, analysis and management

Team structures and engagement

Measuring for Improvement, including understanding variation

Planning, delivering and recording Plan-Do-Study-Act Cycles

Recognising and recording contextual factors that affect improvement

Developing Sustainability Action Plans

Working with service users, carers and members of the



COMMUNICATION
• To support the stakeholders to understand the improvement methodology, capturing concerns and queries, but ensuring that active engagement with the methodologies is achieved across each team/service.
• To assess and adapt appropriate communication approaches, using social and emotional intelligence skills, according to each situation in order achieve the desired best possible outcome in any situation.
• To ensure an effective communication strategy is implemented for all projects within the agreed portfolio.
• To liaise with appropriate project team members on a regular basis ensuring appropriate communication and project updates are maintained.
• To present updates and overall project performance to diverse internal and external groups, including to project steering groups, clinical teams, senior NHS managers and patients and public.
• To identify potential new opportunities to expand the reach and scope in line with the stakeholder organisations aims and objectives.
• Is required to have the skills necessary to provide and receive information which is highly complex and sensitive in its nature.
• Will be responsible for insuring that the aims and objectives of the programme and its stakeholders are accurate and transmitted in a timely fashion to the staff in an appropriate manor and format.
• Develop effective relationships and influence to ensure ownership of change and sustainability of project improvement.
• Identify potential programme issues/risks and develop mitigating actions.• Report progress against project timelines to project steering
• Build organisational capacity by sharing knowledge and skills as required outside of the project
• Undertake and communicate detailed, complex analysis from multiple software systems to a range of audiences.
• Interpret and make decisions based on results, often conflicting
• Produce clear visual materials, project documentation and data for use in reports, local briefings, workshops and meetings for both internal and external
• Evaluate and produce reports on project
• Maintain accurate record of achievement, cost and savings associated with project/programme
• Ensure delivery of project objectives through to completion, including establishing new systems, technical architecture and information

GENERAL
• Demonstrate flexibility to meet the changing demands of the programme.
• To be responsible for the coordination and organisation of relevant multi-project events and other key milestone events.

• To represent projects within the agreed portfolio including leading the preparation and delivery of appropriate progress reports and presentations to a wide external and internal audience. To participate in the development of relevant policies.
• Lead on and support spreading of the learning from your portfolio of projects.
• Support project teams in the use improvement methodologies which will be a crucial part of your role in increasing service improvement capability and capacity.
• Support adoption and spread of successful project improvements across the organisation.
• Share learning with partner organisations.

PLANNING & ORGANISATION

The post holder will be required to support the Medical Director, workstream leads and relevant stakeholders:-


• Seek out opportunities to improve the quality and/or value of services by utilising new technologies to change/improve


• The post holder must understand the priorities and objectives of project stakeholders and support the delivery of the integrated model vision and
