Summary

SP Renewables are looking for a Transport Coordinator to join their East Anglia Hub Onshore projects.

Role: Transport Coordinator
Business: Scottish Power Renewables, EA1N & EA2 projects
Location: Lowestoft, Site Based, Mon - Fri
Duration: Initial contract until 31st Oct 2024 with extension in line with the project
Rate: Inside IR35, Umbrella and PAYE options available

Main Purpose of Job
The Traffic Coordination Officer will be responsible for the overall implementation of the Construction Traffic Management Plan (CTMP), Port Traffic Management Plan and the Travel Plan (TP) at each stage of the project, to ensure compliance with the assessed HGV, light vehicle, and staff vehicle movement targets in order to minimise impacts on local communities

Key Tasks


Contractor Liaison

• Implementation of the final CTMP and TP by assisting and directing the contractor nominated Construction Traffic Management Plan Coordinators (CTMPCos)
• Work with SPR’s appointed contractors to ensure good construction practice to ensure opportunities are sought to reduce the overall number of HGV movements by consolidating loads, maximising payloads, and undertaking advanced planning of deliveries of critical path items and materials
• Work with the appointed contractor to ensure a smooth import profile is maintained.
• Work collaboratively with the appointed contractor to ensure effective implementation of general Travel Plan measures including designated parking areas, employee welfare facilities, preparation of travel packs, cycle parking and employee inductions
• Auditing of the contractor to monitor and ensure compliance


Engagement and Communication

• Act as the point of contact for the local community
• Provide a link between the CTMPCos and SPR
• Act as the interface with Sizewell C (SZC) on traffic and transport related matters, including adherence to protocol agreements, roadworks, HGV movements and highway mitigation works
• Engagement with the Projects’ construction staff (SPR) and National Grid contractors
• Be the first point of call for all concerns raised.
• Provide input to a regular newsletter on traffic and transport matters
• Act as the point of contact for East Suffolk Council and Suffolk County Council on traffic and transport matters


Control and Compliance

• Ensure compliance with the assessed peak HGV and light vehicle movements and staff vehicle movement targets
• Establish a booking system for deliveries for use between the CTMPCos and TCo, to assess a daily profile of HGV deliveries to be maintained and to ensure that the required deliveries are regularly forecast and planned.
• Ensure compliance with the construction hours in the Development Consent Order (DCO)
• Ensure statutory processes are followed with particular regard to roadworks, Temporary Traffic Regulation Orders (TTROs)
• Ensure compliance with the agreed HGV delivery routes
• Prepare transport monitoring and enforcement protocols prior to commencement of construction and agree these with stakeholders
• Use data from installed Automatic Number Plate Recognition cameras to ensure adherence to assessed vehicle movements, Euro VI, and working hours.
• Establish transport monitoring and enforcement protocols prior to commencement of construction
• Encourage the use of active travel (walking, cycling and public transport) and car sharing
• Review the Final for Discharge Requirements Discharge Documents


Monitoring

• Oversee data collection of HGV movements to ensure compliance with DCO assessed HGV and light vehicle movements
• Establish a system for monitoring of the Euro-class of HGV delivery vehicles
• Establish systems to ensure effective monitoring of Travel Plan measures including employee numbers, employee method of travel, cycle demand and parking


Recording and Reporting

• Take GPS tracking data from HGV vehicles to record the routes, timing, speed of vehicles when making deliveries, to assist in auditing, complaint investigation and reporting of any breaches
• Preparation of a quarterly monitoring report that will be made publicly available
• Establish a near miss reporting system for all highways incidents to ensure accidents and near misses are recorded within this system and that drivers are reminded during inductions and within the Driver Code of Conduct to report all issues through the near miss system.
• Reporting of any breaches of the CTMP and TP
• Reporting the monitoring of the final CTMP and TP to Suffolk County Council


Enforcement and Corrective Action

• Investigate breaches of the CTMP and TP
• Identify corrective action in consultation with Suffolk County Council in the event of a breach


Key Criteria

• Good knowledge of health, safety and environmental legislation associated with offshore/marine delivery key packages
• Flexible to travel regularly to attend meetings and work at different project sites in a number of countries thought northern Europe and USA particularly Germany, France, Denmark, Spain and England.
• Good knowledge of offshore procedures, standards and guides.
• Experience in managing high skilled teams
• Degree and professional qualification in relevant engineering discipline
