We seek a dynamic Head of Medical HR to to provide leadership and expertise in all matters pertaining to the medical workforce.

The successful applicant will direct the provision of a professional and responsive operational Medical HR service through effective leadership, the delegation of work and management of a small Medical HR team.

They will ensure the consistent provision of sound Medical HR advice, translating their knowledge of employment law into clear, practical application and assuring that employees are treated with dignity and respect both through the development and application of HR policies and procedures.

During what is an exciting time to be joining the Moorfields Workforce and OD department, the successful post holder will have responsibility for transforming and developing the Medical Workforce service, ensuring high-quality support and advice on medical workforce terms and conditions, job planning, appraisals, revalidation, rota compliance and design, medical workforce transformation and planning. This is a permanent position, however a secondment will also be considered.

The role of the Head of Medical HR is to provide leadership and expertise in all matters pertaining to the medical workforce. They will help develop the Medical Staffing Team as a cohesive team with high levels of satisfaction within the team.

They will work with colleagues within the Trust to ensure that the medical workforce is well managed in a way that is efficient and promotes staff satisfaction and high-quality clinical care. They will develop relationships with other medical workforce managers in London and further afield to learn about best practice, innovations, and projects the Trust can collaborate on.

They will provide expertise on the National Medical Terms and Conditions, Junior Doctor Contract, Consultant contract, SAS Doctor Contract, policy development for recruitment and retention, job planning, appraisals, revalidation, rota design, medical workforce transformation and workforce planning.

The post holder will have overall oversight of the medical director’s portfolio and ensure the Medical Director’s priorities and projects are delivered effectively to a high standard and on time by the team.

The operational/line management of doctors in the Trust sits within clinical divisions. The Medical HR team is responsible for all professional matters relating to doctors, including recruitment, appraisal, revalidation, education, and rotas.

Provide excellent, flexible and proactive leadership and support to the Medical Director, Deputy Medical Director (DMD), Chief People Officer, Deputy Chief People Officer and Clinical Directors in all matters pertaining to the medical workforce.

Provide expert and effective management and governance policies and processes, for example in job planning, medical appraisal, revalidation, rotas, private work, etc.

To work with the Deputy Medical Director / Responsible Officer to ensure the Trust processes support future requirements for Revalidation.

Provide relevant training in management and governance policies and processes.

Ensure excellent communication and governance arrangements in relation to the GMC and other external bodies.

Provide leadership for the Local Negotiating Committee.

Produce timely high level relevant reports, assurance, information and statistics and where helpful the development of appropriate Key Performance Indicators relating to medical management, using complex computer systems. The quality of these reports must reflect the executive board standard.

Provide key support for the Medical Director and Deputy Medical Directors, ensuring they receive high quality, prompt advice and support on all matters relating to the medical workforce.

Proactively support divisions as necessary to ensure the achievement of compliance of the medical workforce across a range of statutory and mandatory requirements.

Lead on Employee Relations issues in relation to doctors, including managing and leading on Maintaining High Professional Standards (MHPS) cases and linking in as required externally with NHS Resolution to resolve complex Medical Staffing Performance issues, alongside the Medical Director.

To support the Chief People Officer and Deputy Chief People Officer to liaise with legal representatives on all matters relating to the Medical Workforce.

Give senior level advice on appropriate employee relations activity including advice on safeguarding, MHPS, police action and dismissals and re-instatements to a variety of audiences both directly face to face or in writing by e-mail, letter or reports.

Medical Terms and Conditions

Ensure the Trust complies with nationally agreed terms and conditions for all grades of medical staff.

Regularly review local Terms and Conditions for Trust Doctors ensuring they are fit for purpose and support retention.

Regularly review the contracts issued to all medical staff at the Trust ensuring they are current and compliant.

Lead on the projects to implement new medical terms and conditions, and contracts, as and when agreed in line with national agreements.

On behalf of the Medical Director and Chief Executive lead on Clinical Excellence Award processes at a local level and support requirements for National Awards.

Support Guardian of Safe Working and write reports and support remedial actions and have understanding of the aims and principles underpinning the role.

Employee Relations

Supporting and working with the Trust LNC and Regional BMA representatives to ensure there is positive climate of employee relations between medical staff and the trust.

Ensuring there is appropriate consultation on a range of matters which relate to medical staff i.e. new contracts, changes to terms and conditions, policy development, etc.

Providing administrative support for the LNC.

Attendance at Junior Doctors forum.

Support the HR Business Partners on issues concerning T&Cs and employee relations issues as appropriate.

Provide professional leadership in all matters relating to medical employee relations under the ‘maintaining high professional standards’ policy and procedure, including supporting the ER Lead with the management of highly complex cases up to and including Employment Tribunals.

Identify the implications of changes to employment legislation and Medical and Dental terms and conditions and advise on the implementation thereof.

Ensure a high quality of support and advice to managers and clinical leaders, updated in the light of changes in employment law.

Provide the expert advice and training on all matters of medical staff terms and conditions of service and contracts, supporting change for improvement with flexible and innovative solutions.

Design and deliver relevant training and development to managers, clinical leaders, and medical staffing team including other HR colleagues in dealing with employee relations matters relating to medical staff.

Provide expert Medical HR advice and support to all members of the Trust Executive and Board involved in formal employee relations action (including MHPS).

Responsible for managing a highly complex, contentious and politically sensitive employee relations caseload.

Give senior level advice on appropriate employee relations activity including advice on safeguarding, MHPS, police action and dismissals and re-instatements to a variety of audiences both directly face to face or in writing by e-mail, letter or reports.

Undertake regular analysis of medical ER activity and related workforce data, including trend analysis, identification of short, medium and long terms issues, taking appropriate action, be that immediate response or development of longer term plans.
