Summary

We are commissioners of Cheshire and Merseyside adult secure services. We use resources effectively to meet the needs of patients to ensure they are placed in the least restrictive placement, as close to home as possible, whilst managing the demand for the services we commission.

This fixed term role will lead the robust evaluation of an exciting, new service development as well as supporting wider commissioning activities for the Cheshire and Merseyside population.

To provide/communicate concise, accurate information from appropriate health related data analysis, which will aid management decision-making and inform commissioning service developments and quality functions.

You will be responsible for developing the evaluation approach and delivery of new service developments, helping the team to understand available data sets, undertaking analysis and advising on how best to present findings.

The role will focus around the gathering, analysis and presentation of datasets as well as supporting the development of a structured approach to data collation, maintenance and reporting in the commissioning team.

Mersey Care is one of the largest trusts providing physical health and mental health services in the North West, serving more than 1.4 million people across our region and are also commissioned for services that cover the North West, North Wales and the Midlands.

We offer specialist inpatient and community services that support physical and mental health and specialist inpatient mental health, learning disability, addiction and brain injury services. Mersey Care is one of only three trusts in the UK that offer high secure mental health facilities.

At the heart of all we do is our commitment to ‘perfect care’ – care that is safe, effective, positively experienced, timely, equitable and efficient. We support our staff to do the best job they can and work alongside service users, their families, and carers to design and develop future services together. We’re currently delivering a programme of organisational and service transformation to significantly improve the quality of the services we provide and safely reduce cost as we do so.

Flexible working requests will be considered for all roles.

To create and produce reports from the commissioner’s information systems so as to provide high quality, accurate and timely information to assist decision making and support service provision within the trust, and to enable monitoring of the Partnership’s performance by its staff and
system commissioners.

To provide a full information support and analytical service to the PROSPECT commissioning team.

To plan, co-ordinate and manage training and appropriate use of available data systems.

To provide data to support project work as required.

To produce and monitor regular activity statements in line with approved timescales that illustrate benefits realisation and quality assurance.

To supply the PROSPECT commissioning team with regular performance monitoring information.

To report and develop analysis in line with the National Frameworks and national and local commissioning guidance.

To carry out required interrogation of project and quality data to answer ad hoc queries from stakeholders.

To keep up to date with and report on key performance indicators included in contract reports and appropriate quality frameworks.

To undertake trend and comparative analysis with other Provider Collaboratives and the wider commissioning system regionally and nationally.

To develop relationships with other commissioning data analysts in the region.

To analyse and present data in a clear and easily understandable way. To develop and use information systems as required to develop meaningful data sets, for example correlation of quality assurance metrics.
