Summary


This is a new post to support the work of Clinical Procurement.

Professional registration is required so that experience, knowledge, and skills can be used to easily connect with clinicians.

The post holder will be a part of the Procurement and Supplies team, supporting the team with clinically related queries regarding consumables, working closely with specialist groups within the hospitals and linking with the commercial sector - Suppliers and their representatives.

The aim is to support the introduction of clinical products, that are efficient and effective and promote compliance on such changes.

If you are a problem solver, determined questioner, can understand what requires urgent attention and what needs detailed planning, can gather, interpret, and present data as an adjunct to developing a picture and most of all a good communicator, then this role could be for you.

Assistance with Procurement projects include:
• Using your clinical experience to investigate how staff are using consumables.
• Explore what consumables are available to purchase for a given task
• Touch base with specialist teams within the hospital for advice, such as Infection Prevention
• Be confident to speak up and suggest safer practice
• Be open minded to the outcomes of projects
• Be able to work with computer programmes and analyse spend data, estimate cost improvement savings
• Be expected to quickly form good working relationships with other departments
• Be aware of new products and innovations
• Organise supplier meetings
• Communicate code changes
• Monitor and manage compliance with approved products
• Respond to enquiries in a timely manner

Key working relationships

The main working relationships that the post holder will be required to develop are:
• Working with the Procurement Category Teams to deliver Attendance at Clinical Procurement Group, Green Group and Clinical Management Groups Best Value Groups and Cost Improvement Programme meetings where require


• Supporting the Clinical Procurement Adviser and Clinical Procurement Speciali


• Support the preparation of business proposals for presentation to


• Arrange meetings with suppliers and suppliers briefing sessions


• Support the education of end users, clinicians, and other members of staff of the benefits of participating in procurement exercises.


• Participate in staff training and training of end users in procurement process and demand management at Trust level.


• To ensure key relationships with the wider Finance and Procurement Department Supplies – Materials Management, Support Buyers, and Accounts Payable.


• Work with Category teams to support the development and delivery of Category Strategies in defined projects.


• Support the delivery of the Trusts Green Plan with regards to clinical


• Assist in the production of specification and evaluation criteria in relation to quality, sustainability, and cost.


• Liaise with all internal colleagues and suppliers to ensure continuity of supply of products to the Trust to meet customer needs.



Key results area

The post holder will be responsible for:
• Supporting specific sourcing programmes for defined projects, both Trust wide and in single CMGs, taking the lead on the allocated sourcing category or categories, and contributing significantly to the delivery of allocated procurement projects wthin key markets.




• Suppot the the preparation and presentation of Procurement Strategy, Procurement process plans and making recommendations on contract award


• Assisting in the delivery of cost and efficiency savings across a large project range across CMG’s, by providing analysis of current spend information to ensure that CMG proposals for non-pay savings are robust and reported appropriately.


• Assist in the engagement of Clinicians, Managers and Stakeholders in the end to end process for product selection and supply of services, including demand challenge, transition and implementation for defined projects


• Promoting product compliance across the Trust in particular where commitment contracts are placed, through escalation to the Category Manager / Head of Procurement and Supplies


• Assist the development, creation, and delivery of the strategy for demand challenge and procurement process by liaising with the necessary clinical leads and medical staff, recommending change where necessary to affect efficiencies and savings.


• Liaise with colleagues at all levels to ensure compliance in the use of agreed standardised products, ensuring the range of items within catalogues are rationalised to an optimum level.


• Work with established product evaluation groups across the Trust to evaluate products and fast track product rationalisation decisions.


• Promoting the standardisation of equipment using evidence base and innovative practice across the health economy of the region by carrying out effective, collaborative equipment purchases and trials.


• Representing UHL in working with other public bodies in the integration of purchasing/product service standardisation.


• Make recommendations as to products and services to purchase in conjunction with Clinical and User networks


• Work with conflicting stakeholder needs through sourcing groups providing a robust whole life costing approach to ensure best value to the Clinical Management Groups


• Provide reports to support the Senior Category Manager / Category Managers attendance at relevant senior meetings.


• Use of procurement and financial management systems:


• Use of benchmarking software to produce and interpret reports to present to CMG's


• Inputting and manipulating data, using software to produce reports



Service Delivery & Development

To undertake relevant research with other NHS organisations including Foundation Trusts to assist with learning and service development.

To support in the development and performance management of the Standard Operating Procedure for the Introduction of New Products and the processes for ensuring compliance to the procurement of those products.



Governance

Responsible for ensuring that procurement activity is in line with legislation, national policy / guidance, and Trust governance processes.



Customer Service

Ensure that customer service is delivered to a high standard and that professional resources are managed effectively for the benefit of the patient.
