An Environmental Health Technician is required to join the Noise & Nuisance Team in the Regulatory Services Partnership. Extensive knowledge and experience of responding to statutory nuisance complaints under Environmental Protection 1990 and dealing with construction sites under the Control of Pollution Act 1974 is required for this role. To investigate noise complaints and report back to senior officers so that decisions can be made by senior officers regarding taking any formal action. To also investigate other complaints such as those relating to bonfires and light pollution.

The post is based in the Wandsworth office, SW18 2PU. The officers will be expected to work a 7 week shift pattern consisting of day shifts and out of hours shifts from Thursday to Sunday. The hours of operation of the noise service are as follows: Week day office hours, 9:00 am to 5:00 pm; Thursday 7pm - 2am; Friday 8pm - 3am; Saturday 1pm - 3am; Sunday 9am - 4pm & 7pm - 2am.

Key responsibilities:

Investigate service requests relating to ‘statutory nuisance’ including but not limited to, noise, air quality, dust, smoke, light pollution and fumes.
Discharge the Pollution Team’s duties under the Licensing Act 2003 as a responsible authority. Regulate the environmental impact of the construction industry.
The investigation of service requests relating to rubbish accumulations including hazardous materials in commercial areas. Investigation of service requests relating to pest and vermin control in the commercial sector.
Investigation of service requests relating to faulty drainage in the commercial sector.
Maintain and extend an excellent and up to date knowledge of Environmental Health/Pollution legislation, best practice, competency and skill ensuring that staff are acquainted with them to facilitate a continually improving service that meets stakeholder needs.
Provide high quality, timely and accurate professional advice, guidance and information about all aspects of pollution, to customers, colleagues, members of the public, Members of the Council, solicitors, and other professionals in a format that is understandable and appropriate.
Properly manage evidence, records and data to ensure that confidentiality, continuity, integrity, data quality, data protection and requests for information requirements are observed.
Deliver a wide range of services in accordance with legislation, codes of practice, corporate policies, local policies, guidance and good professional practice. This includes, but is not limited to; inspections, projects, surveys, alternative enforcement activities, publicity, attending meetings, processing applications, visits, investigating complaints and service requests, sampling, monitoring, gathering evidence, carrying out PACE interviews, taking statements and appropriate/proportionate action.
Undertake consistent, proportionate, targeted, accountable and transparent enforcement action, in accordance with best practice advice ,guidance and enforcement policies and to resolve any identified non-compliances. This may include seizing property, works in default, preparing and serving statutory and fixed penalty notices and other legal documents, commensurate with the grade and post.
Prepare reports and evidence for legal proceedings at Court, Tribunal, Committee hearings and other bodies. Give evidence as a witness at Court, Tribunal and/or other statutory body as required.

Qualifications:

Full UK driving licence and will drive a council car as part of the role.



Experience:

Extensive knowledge and experience of responding to statutory nuisance complaints under Environmental Protection 1990 and dealing with construction sites under the Control of Pollution Act 1974.
Minimum of 12 months recent experience in a similar role or context and ideally within a public sector organisation.



Skills & Abilities:

Excellent communication and customer care skills.
Ability to prioritise and meet deadlines.
Ability to work well as part of a team as well as on your own initiative is essential.
This is a demanding role and the successful candidate will be well organised and able to work flexibly.
Good interpersonal and organisational skills essential.
Strong IT skills including Microsoft packages or equivalent (e.g. G Suite).
