Accountable to the Joint Chief Finance Officer, the Joint Director of Estates & Facilities is a part of the senior leadership team of both Dorset County Hospital and Dorset HealthCare. As the principal adviser to both Trusts on all aspects of estates and facilities, we are looking for an experienced professional to provide expert advice, guidance, and support on all aspects of design and implementation of an innovative Estates Strategy that enables the delivery of both Trusts strategic objectives including the infrastructure and facilities elements of the Trusts Sustainable Development Management Plans.
You will be responsible for providing a comprehensive range of Facilities services including delivery of operational Facilities Management services, and the provision of a safe, clean, and efficient estate in which the Clinical Services Strategy can be delivered. As the appointed responsible person for all estates and facilities matters, you will lead on ensuring that all legislative and other requirements are met, acting as the subject expert on all national guidance.
You will need to ensure the highest levels of governance excellence to reflect the strategic intent and direction of Dorset County Hospital and Dorset HealthCare and embed a culture of probity and good governance in both Trusts. This is a vital role that will be the conscience and memory of both organisations.

Someone who has exceptional listening, analytical and problem-solving skills, who can bring strong judgement, objectivity, and scrutiny to the entirety of the activities on both Dorset County Hospital’s and Dorset HealthCare’s estates and facilities agendas. As such, you will also bring highly developed interpersonal skills for influencing and managing complex situations, whilst sustaining engagement and involvement, and partnership working.

To be responsible for the design and implementation of an innovative Estates Strategy that enables the delivery of both Trusts strategic objectives including the infrastructure and facilities elements of the Trusts Sustainable Development Management Plans. This will ensure that there is an efficient and sustainable estate that continues to drive the success of both Trusts, now and into the future.
The post-holder will be responsible for providing a comprehensive range of Facilities services including delivery of operational Facilities Management services, and the provision of a safe, clean and efficient estate in which the Clinical Services Strategy can be delivered. The role encompasses both Estates and Facilities services.
The post-holder will be the principle professional adviser to the Chief Finance Officer and the Trusts Board on all aspects of property management, estates, facilities services and capital development issues.
To be responsible for the acquisition and disposal of all properties together with the rent and service charge reviews.
Co-ordinate the Trusts capital investment programmes incorporating new works, service reconfiguration, IM&T projects and major backlog maintenance schemes.

EDUCATION, QUALIFICATIONS & TRAINING
Essential Criteria
• Educated to Degree Level in a relevant subject or equivalent experience
• Educated to master’s level in a relevant subject
• Management qualification or evidence of senior leadership training
• Professional qualification - either a Member of one of the institutes of Civil, Mechanical or Electrical Engineers; Member of the Chartered Institution of Building Services Engineers; Member of the Royal Institution of Chartered Surveyors; Registered Architect, a Fellow of the Chartered Institute of Building or a Member of the British Institute of Facilities Management.

KNOWLEDGE & EXPERIENCE
Essential Criteria
• Advanced theoretical and practical knowledge of estates and facilities services across a range of specialisms demonstrating ability to effectively manage multiple NHS services.
• Proven experience of managing Estates & Facilities services including property, assets, people and equipment at a senior level in a complex organisation.
• Proven contract and project management experience of large-scale capital programme schemes with a rack record of successful high level contract negotiations.
• Reporting to and working at Board/Senior management level including preparation of Trust Board level complex business cases to support investment/disinvestment plans.
• Proven record of innovation and managing and delivering projects to time and within financial constraints
• Significant experience of budgetary control, financial planning, and forecasting at a senior level in estates maintenance and capital development planning and construction
DESIRABLE
• Awareness of the wider Department of Health/NHS environment and legislative requirements for estates and facilities
• Prior experience of operational PFI and/or Procure21+
