The East Midlands Combined County Authority (EMCCA) is seeking an experienced and motivated Team Manager – Public Transport Assets to lead the operation, management and development of some of the region’s most important transport facilities.
Our network includes seven bus stations, six interchanges and four park and ride sites, providing vital gateways to public transport across the East Midlands. These facilities are a key part of delivering an integrated, customer-focused transport network that supports our Local Transport Plans and wider ambitions for the region.
This is an exciting opportunity to play a leading role in ensuring passengers experience safe, accessible and high quality public transport facilities while helping to drive future improvements and investment.
About the Role
Reporting to the Strategic Lead – Bus Infrastructure, you will lead a team of up to nine staff and oversee the operation and continuous improvement of EMCCA’s public transport premises.
You will ensure facilities operate safely, efficiently and in line with Enhanced Partnership standards, while managing contracts, budgets, stakeholder relationships and future development projects.
Working closely with transport operators, contractors, commercial tenants and local partners, you will help create a seamless customer experience across the region’s transport network.
Key Responsibilities
As Team Manager – Public Transport Assets, you will:
• Lead the development, management and operation of EMCCA’s bus stations, interchanges and park and ride sites.
• Ensure compliance with health and safety legislation, statutory requirements and Enhanced Partnership agreements.
• Manage and coordinate the work of the Public Transport Assets team and provide direction to external Facilities Management providers.
• Build strong relationships with bus and coach operators, commercial tenants, contractors, local communities and other key stakeholders.
• Lead procurement and commissioning activities, including tender evaluations and contract award recommendations.
• Manage operational budgets and income streams, ensuring effective financial control and value for money.
• Identify, develop and deliver new initiatives and improvement projects across the transport estate.
• Maintain awareness of emerging legislation, policy changes and industry developments to ensure services remain compliant and customer focused.
• Support the development of business cases and external funding bids to secure investment in transport facilities.
• Promote excellent customer service and continuous improvement across all sites.

About You
We are looking for a confident and collaborative leader with significant experience in transport operations, facilities management or a related environment.
Essential Requirements
You will have:
• Practical experience of managing public transport premises and/or bus service operations.
• Extensive knowledge of health and safety legislation, risk management and facilities management practices.
• A degree in a relevant discipline or equivalent professional experience.
• Strong operational management skills with the ability to deliver high-quality services and improvements.
• Experience of managing teams, contractors and multiple stakeholders.
• Excellent communication and relationship-building skills.
• A strong customer focused approach and commitment to continuous improvement.
Desirable Requirements
It would be advantageous if you also have:
• Knowledge of programme and project management methodologies.
• Experience of budget planning, monitoring and financial management.
• Experience working within a passenger transport or customer-led operational environment.
• Chartered professional status (such as CILT) or equivalent.
• Evidence of ongoing professional development.
