BEAR Scotland is a leading provider of highway maintenance services across Scotland. We manage and maintain over 2,00km of Scotland’s trunk road network, tackling just about every imaginable task and working round the clock to help keep Scotland moving.
BEAR Scotland on behalf of Transport Scotland manage over 750 structures as part of the South East trunk road network which includes a number of complex bridges.
We are seeking a Network Bridges Manager to lead our South East Bridges Team across South Queensferry, Stepps, and Bonnyrigg.
You will manage a team of engineers, technicians, and inspectors, overseeing the investigation, design, procurement, and delivery of bridge maintenance schemes across a diverse portfolio of over 850 structures.
The role involves leading bridge refurbishment, bearing replacement, and strengthening projects while ensuring strong performance across safety, environmental, and commercial objectives.
Job Purpose:
The Network Bridges Manager will lead the identification, investigation, design, planning, procurement and delivery of maintenance works across over 850 bridges. The role will involve managing internal teams, contractors and sub-contractors to meet contract requirements, as well as overseeing consultants responsible for the design of structural rehabilitation works.
Key Role and Responsibilities:
Support the Operating Company’s Representative to ensure delivery of the Director’s requirements
Act as the main point of liaison with Transport Scotland, ensuring compliance with the Network Management Contract
Work closely with the Network Manager and Journey Time Reliability Coordinator to minimise traffic disruption from Structures Schemes
Collaborate with the Planned Maintenance and Operations Managers to ensure structural requirements are fully integrated into maintenance planning and delivery
Oversee the outline and detailed design of bridge maintenance schemes, including technical approval and certification
Ensure compliance with technical standards, or manage submissions for Departures from Standard where required
Approve tender documents and pre-construction information, and lead tender evaluations through to contract award
Ensure adherence to Health, Safety, Environmental and Quality standards within the company’s integrated management systems
Ensure compliance with CDM Regulations, undertaking Principal Designer or Principal Contractor duties as required, and maintaining robust risk assessments
Liaise with clients and auditors as required
Ensure environmental screening is completed and appropriate mitigation measures are in place prior to works commencing
Knowledge, Skills and Experience:
Educated to degree level in Civil or Structural Engineering
Extensive experience in the assessment, design and maintenance of highway bridge structures.
Professional qualifications and membership of an appropriate professional body is essential (CEng and MICE or MIStructE)
A full approved UK driving licence
Skilled in the project management of schemes and the management of teams.
