The Supported Accommodation Review Team (SART) is a multi-disciplinary team based in the Private Housing Service, but with Adult Social Care and Housing Benefit functions.

The post holder will be an integral part of a multi-disciplinary team, working with Housing Enforcement Officers and Adult Social Care colleagues to monitor and review housing and support standards within private rented accommodation in the city where residents are being supported via the Support Exempt Housing Benefit system.

The post holder will be expected to work with autonomy with regard to the Housing Benefit role within the team, whilst working together with Housing Enforcement colleagues undertaking housing inspections, and Adult Social Care colleagues assessing the quality of support to fulfil the responsibility for assessing whether accommodation and support provision is suitable and ensure that the Housing Benefit system is administered in the best way to optimise outcomes for some of the city’s most vulnerable residents. The post holder is expected to work directly with residents ensuring that supported accommodation providers meet the necessary legal and support delivery requirements required by Housing Benefit Legislation and relevant Guidance, and to liaise with the Private Housing Service and Adult Social Care in taking appropriate action to ensure compliance and address non-compliance.

The post holder will support the multi-disciplinary team working alongside other Council Services and Partners to monitor and review housing and support standards. The role includes working with people who are subject to multiple disadvantage, can lead chaotic lives, and can be difficult to engage, to improve the support provided through ensuring compliance with Housing benefit Regulations, so enabling residents to lead safe, increasingly independent lives and ensure that the Housing Benefit system is administered in the best way to optimise outcomes.

The post Holder will also assist the Local Authority in preparing for Supported Housing Licensing to be introduced under the Supported Housing Regulatory Oversight Act 2023 (pending Government Regulations under the Act).

ROLE PURPOSE

This a unique role that works across the Housing Benefit Service, the Housing Service and Adult Social Care. The purpose of this role is to work with multi-disciplinary colleagues to review and improve the quality of accommodation and support provided to people in Supported Accommodation (residents who are subject to multiple disadvantage) to ensure that the Housing Benefit system is administered in the best way to optimise outcomes for some of the city’s most vulnerable residents. The post holder is expected to work directly with tenants who are being supported via the Support Exempt Housing Benefit system whilst also ensuring that supported accommodation providers meet the necessary legal and support delivery requirements.

The post holder will be an integral part of a multi-disciplinary team working with Housing Enforcement Officers and Adult Social Care colleagues to monitor and review housing and support standards within Supported Accommodation. The post holder will be expected to work with autonomy with regard to the Housing Benefit role within the team, whilst working together with Housing Enforcement and Adult Social Care colleagues to fulfil the responsibility for assessing whether accommodation and support provision complies with Housing Benefit Legislation and relevant Guidance, and to liaise with Housing Benefit Service in taking appropriate action to ensure compliance and address non-compliance.

The post holder will be able to identify risks related to supported accommodation provision and assist colleagues in the multi-disciplinary team to address these through referral to appropriate statutory services, for example substance misuse, probation and mental health crisis services. The post holder will be confident in using professional judgement and research in compiling complex service and support reports regarding the quality, safety and compliance of Supported Accommodation provision, and present these to Providers in such a way that facilitates engagement and commitment to continuous improvement.

The post holder will be able to work under pressure in challenging circumstances on a frequent basis, respond to complaints from tenants, members of the public, elected members, MPs, and other agencies to a satisfactory conclusion.

The post holder as a member of a multi-disciplinary team will be able to assist in the development and delivery of training packages and engagement forums with Supported Accommodation Providers, to drive improvement and build positive and constructive relationships with and assist in the development of quality monitoring tools and systems to ensure improvements to Supported Accommodation are reviewed and validated.

The multi-disciplinary team operates initiatives and programmes of work on behalf of Central Government Departments (DLUHC DWP) and the post holder will be expected to assist the Team Manager in ensuring that programmes of work are designed to comply with Housing Benefit requirements and regulations, are suitable to meet the intended outcomes of such programmes, and assist in the reporting of outcomes to central Government through both data recording and reporting, and by participation in programme evaluation.
PRINCIPAL ACCOUNTABILITIES:

1. To promote and safeguard the welfare of children, young people and/or vulnerable adults. Recognise risk indicators of different forms of abuse and neglect. Demonstrate an outcome focussed, person centred approach to safeguarding practice. Have a working knowledge of primary legislation that protects both adults and young people and is able to assist the Team Performance Quality Officer apply this on a daily basis.

2. Strategy Uses market intelligence, reporting information and multiple data sources to understand current provider performance capacity and any issues with Housing Benefit/DWP funded support delivery. Assists the SART Manager in oversight of Provider services funded by public monies, evidencing outcomes and holding Providers to account on service delivery. Ensures that knowledge of Housing Benefit Regulation and Guidance is kept up to date to ensure output is evidenced based, using this in the verbal and written presentation of reports and reviews. Understands the funding streams that support people with multiple and complex issues and ensures best value. Has an active role in supporting the successful delivery of key initiatives and new ways of working e.g. assisting in the development and delivery of training for Provider staff. Reviews the quality assurance tools and processes used by the Local Authority and partners in carrying out performance and quality reviews, to identify improvements. Makes best use of community assets and resources both Council, Private and Third Sector to encourage the implementation and provision of additional quality to support provided to Housing benefit Recipients that adds value and reduces cost over the long term to the Housing Benefit budget. Gatekeeper role reviewing new schemes to influence and provide quality assurance mechanisms in the decision process for Supported Accommodation Provider status.

3. Performance Management – Manages the collection and collation of performance data for Supported Accommodation (SEA) Providers, produces accurate, informative and timely performance reports. Formulates the completion and validation of quality reviews. Feeds intelligence of performance data back into appropriate agencies. Ensures that SEA funded services are delivering good value for money, through active review of services on site, consulting with supported residents, and/or through analysis of Provider documentation; leading on the necessary and appropriate action where there are issues with compliance with Housing Benefit Regulations and/or VfM of services provided though agreed Schemes to Housing Benefit recipients. Oversees the monitoring of complaints in relation to provision of adequate tenant support, intensive housing management, and other support provider functions required by Housing Benefit Regulations, and co-ordinates timely and appropriate actions to resolve concerns/issues. Is able to co-produce (with members of the Multi-Disciplinary Team) improvement plans with clear, identified measurable goals with timescales for delivery. Assists with reports cross departmentally into the Housing Service, Housing Benefit Service, ASC and Children Young Persons Service (CYPS).Demonstrates high visible engagement with Support Provider staff including providing coaching, informal/formal discussion to create a learning environment that supports self-awareness, development and continuous improvement in delivery of Supported Accommodation that is both compliant with Housing Benefit Regulations, but also strives for best practice. Contributes to writing, producing and implementing guidance and other good best practice material to develop individual/team practice and performance relating to Housing Benefit Regulations. Prepares and supports the team for internal/external audits/peer reviews. Makes sure that standards are maintained, and continuous improvement is identified and actioned. Contributes to the development, administration and promotion of new systems for evidencing and rating the quality of Supported Housing Providers such as “Scores on the Doors” and the “Support Tracker”.

4. Statutory Obligations – Protect the safety and welfare of vulnerable adults, families and their carers, within the ‘making safeguarding personal’ principles. Recognises the risk and indicators of different forms of abuse and neglect to demonstrate an outcome focussed, person centred approach to safeguarding practice. Understands and is confident in implementing a range of interventions that ensures compliance with different legal frameworks of practice e.g. referral to adult safeguarding board for serious adult reviews, referral to children safeguarding team regarding young people who may be subject to exploitation etc.

5. Ensures that duties are undertaken with due regard and compliance with The General Data Protection Regulation (GDPR). Is able to apply discretion and clarity when managing complex information across several service areas e.g. sharing of information across Health, Housing and Social Care settings.

6. Ensures the accurate administration of claims for Housing Benefit in accordance with Housing Benefit regulations.

7. Customer Focus – Develops and maintains strong working relationships with colleagues across the Local Authority, including Safeguarding, High Needs Team and locality Teams, the HSAPB, MEAM, Housing Options and Homelessness Teams, Housing Benefits etc., also with the Police/ health colleagues and Probation Service, to ensure colleagues and partners are aware of the SART, and that Supported Accommodation Providers are appropriately engaging with these teams and services. Keeps abreast of new legislation, Government policy, best practice and external factors relevant to SEA Housing Benefit Regulations. Interprets policy, guidance and legislation and ensures Providers adhere and embed into their practice. Contributes to DLUHC oversight monitoring and assists in contributing towards DLUHC guidance regarding the supported accommodation sector. Facilitates timely, effective and responsive engagement with Support Providers to ensure relationships are effective in developing and sustaining the market. Takes decisive action when required to intervene with Support Providers in reaction to concerns re safety, quality, performance or emergency responses. Responds to requests for advice and guidance from Supported Residents, Supported Accommodation Providers, Private Landlords/Letting Agents, members of the public and Council Partners. Responds to and investigates complaints about SEA Provision. Understands the importance of co-production in the design and implementation of supported accommodation services. Develops and implements various methods of defining and measuring quality and makes sure these are reflected in the performance frameworks. To develop and deliver the Housing Benefit component to the SART Support Provider training programme in both its formal and informal approaches, in addition to assisting and with the design, content and delivery of Support Provider Forums.

8. Advise and make professional recommendations to Adult Social Care and Private Housing colleagues regarding allocation of enhanced Housing Benefits payments to Support Providers in order to meet and sustain the required standards for Benefit recipients and the wider community.

9. To represent the Team at meetings with Supported Accommodation Providers, multi agencies or other Departments of the Council and ensure the effective contribution to the overall service delivery within Hull and across authorities.

10. Interrogation of Housing Benefit systems and presentation of data required to maintain or improve service delivery. Assist the Team Manager in ensuring that programmes of work on behalf of DLUHC DWP are designed to comply with Housing Benefit requirements and regulations, are suitable to meet the intended outcomes of such programmes and assist in the reporting of outcomes to central Government through both data recording and reporting, and by participation in programme evaluation processes.

11. To liaise with and provide advice and guidance to Council departments, external agencies, Government bodies, organisations, stakeholders, Members and colleagues on all matters relating to Support Exempt Accommodation Housing Benefits as required.

12. Excellent problem-solving skills along with the professional expertise to engage with some of the city’s most vulnerable, chaotic and multiple disadvantaged residents in order to determine their support needs and assess the services they receive. Demonstrating a non-judgemental approach, crucial when working with this cohort of people due to the sometimes very challenging and difficult conditions they exhibit e.g. hoarding, drug using on premises.
