Summary

Rewiring the state and delivering the Government’s missions needs high-quality, well-connected leaders. The role of public sector leaders is more important than ever in the context of the government's ambitions for an activist but not expansionist state and because of their place-based leadership role in the delivery of missions.

Within the Cabinet Office, the Public Sector Leadership team runs programmes and events for the most senior officials across the UK public sector, aimed at increasing their capability and networks for systems leadership. The team brings the community of public service leaders together through formal and informal learning, community and network building and large-scale events. As part of a new skills model, this work is growing over the next two years to increase impact and quality of what is delivered.

We are hiring two Network Management and Database Insight Leads within the Public Sector Leadership (PSL) team.

These positions will be the technical lead for the smooth and effective operation of the PSL audience database. Reporting to the Prospect Engagement & Database Manager, you will be responsible for the day-to-day administration, functional evolution, and technical health of our leadership database, which tracks approximately 1,200 of the UK’s most senior public sector CEOs.

This is a role for a specialist who understands how to turn a database into a strategic asset.

You will be the technical lead for the platform, ensuring the database is maximised to support our goals. This is not a data entry role. You will be the technical authority who understands the architecture of a CRM database. You will move beyond simple record-keeping to design the automated workflows, sophisticated reporting, and data structures that allow us to understand and grow our community of leaders.

You will be joining at a critical moment as we transition to a new database environment. You will play a leading role in this migration, ensuring the new system architecture allows us to track complex relationships and provide the real-time intelligence needed to support leadership development across the country.

Key Responsibilities

Platform Administration & Technical Oversight:
  • Manage the day-to-day operations of the database, serving as the lead administrator to ensure the system runs smoothly and effectively.
  • Implement and maintain data policies and processes that comply with relevant regulations (including GDPR) and best practices.
  • Monitor platform health, managing who has access, and ensuring the technical integrity of all information held on public sector organisations and their leaders.
Technical Capability and Support:
  • Provide expert training and technical support to the team to ensure everyone uses the database effectively and consistently.
  • Build the complex reports and dashboards needed to turn our data into clear visual insights about our audience.
  • Collaborate with the design and delivery teams to configure the platform to support our events and programmes and improve how we engage with senior leaders.
Insights and System Evolution:
  • Research leadership movements and sector trends to ensure the database structure is set up to capture and track these changes accurately.
  • Produce and present technical reports on how the database is performing and what the data tells us about the public sector landscape.
  • Act as the technical lead during our move to a new database version, ensuring our practical team needs are translated into the new system’s capabilities.
