About the Role
Rotherham Metropolitan Borough Council is seeking an experienced and values‑driven Service Manager to provide strategic and operational leadership across our in‑house Adult Social Care Provider Services.
This is a critical leadership role with responsibility for the oversight and performance of CQC‑regulated services, ensuring they are safe, effective, caring, responsive and well led. You will play a key role in maintaining regulatory compliance, driving quality improvement and ensuring the delivery of high‑quality, person‑centred services within available resources.
The post is advertised as a generic Service Manager role, providing flexibility to lead across a range of provider services in line with service priorities.
Services within the portfolio may include Learning Disability services such as:
Residential respite provision
Day opportunities
Supported living services
Shared Lives

Extra Care Housing
Rothercare and Assistive Technology
Older peoples residential
Enablement
You will work alongside other Service Managers to ensure continuity across all provided services.
Key Responsibilities
As Service Manager, you will:
Provide accountable leadership and direction across in‑house Adult Social Care provider services, including regulated settings.
Line manage and support Registered Managers, ensuring robust governance, performance management and professional oversight.
Ensure services meet all statutory, regulatory and CQC requirements, supporting positive inspection outcomes.
Lead on quality assurance, safeguarding, risk management and continuous improvement.
Manage budgets effectively, ensuring services are financially sustainable and deliver value for money.
Work collaboratively with internal and external partners, including commissioners, health partners and regulatory bodies.
Contribute to service development, transformation and improvement activity aligned to Council priorities.
Provide accountable leadership and direction across in‑house Adult Social Care provider services, including regulated setting.
Significant experience of managing adult social care services, ideally within a local authority provider setting.
About You
We are looking for a confident and credible leader who can demonstrate:
Significant experience of managing adult social care services, ideally within a local authority provider setting.
Proven experience of leading CQC‑regulated services, including inspection preparation and improvement activity.
Strong people management skills with the ability to lead, motivate and develop managers and teams.
Sound knowledge of safeguarding, legislative frameworks and best practice in Adult Social Care.
Experience of managing budgets, performance and risk in complex service environments.
The ability to work strategically while maintaining strong operational oversight.
A relevant professional qualification and/or management qualification is desirable.
