Summary

Neway International is supporting the Royal Borough of Kingston to recruit an experienced Planner to join their Development Management team on a temporary assignment. This role plays a key part in delivering high‑quality planning outcomes across the borough, supporting both residents and developers while ensuring compliance with local and national planning policy.

You will manage a varied caseload of planning applications, provide professional advice, and contribute to the delivery of an efficient and customer‑focused planning service.

Core Responsibilities
Application Assessment:
Process, evaluate, and make recommendations on a range of planning applications including householder, listed building consents, prior approvals and lawful development certificates.

Negotiation & Site Visits:
Undertake site visits and negotiate with applicants and developers to secure high‑quality design and compliance with planning regulations.

Pre‑application Advice:
Provide clear, professional advice to residents, agents and developers on the feasibility of proposals.

Report Writing & Committees:
Prepare detailed officer reports and present recommendations to Planning Committee where required.

Planning Policy & Legislation:
Ensure all decisions and recommendations align with the Local Plan and the National Planning Policy Framework (NPPF).

Appeals:
Manage planning appeals where appropriate, including preparing statements and supporting evidence.

Key Skills & Requirements
Qualifications:
Degree in Town Planning or a related discipline.

Technical Knowledge:
Strong understanding of planning legislation, policy frameworks and development management processes.

Communication:
Confident negotiation skills, excellent written communication, and the ability to manage challenging or confrontational situations professionally.

Case Management:
Ability to manage a high‑volume, diverse caseload within statutory deadlines.

Hours: 36 per week

Pay Rates:

PAYE: £18.10 per hour

Umbrella/Ltd: £23.56 per hour
