Summary


The post holder has the management responsibility for the effective operational running of the ED services, in line with the CNWL Strategy for the CAMHS and Eating Disorders service line , the national agenda and the local CAMHS strategy working collaboratively with staff and commissioning partners.

The post holder is a member of the CAMHS and Eating Disorders senior management team and as such has a responsibility to participate in the management of the service and provide sound advice to the head of service.

To ensure that ED Services are delivered to a high standard, making the best use of available resources to ensure that patients and families receive the best possible evidence-based care, treatment and interventions.

In addition, the post holder will work with the Head of Service to ensure that there is a clear strategic direction for the service which is integrated within the overall strategic direction for Eating disorders.

· Take responsibility for the operational management of all staff: professional, clinical and administrative support working within the servicearea

· Working in partnership with Clinical and Team Leads, ensuring that all staff receive appropriate professional support and oversight of their clinical practice and that strong leadership, accountability, support, guidance and development opportunities are in place that ensure the service delivers on the contract and the service line strategies and priorities

· Ensure systems are in place (clinical and management) to manage and monitor the delivery of care in the service area and that they meet statutory organisational and performance management requirements for theTrust.

· Ensure the meaningful involvement of service users, carers, parents, diverse community organisations and other key stakeholders in the development and delivery of culturally responsiveservices.· Ensure the budget is managed within the available resources, delegating appropriately, to provide the most effective service, andtotake remedial actiontoaddressoverspends.


· Provide sound advice and guidancetothe Head of Service and participate as a member of the senior management team and undertake other responsibilities as part of the managementteam.

· Ensure the service area is represented at key forums as determined by the boardand Head of Service.



Central and North West London NHS Foundation Trust is one of the largest specialist Mental Health Trusts in England, providing a wide range of mental health and substance misuse services for a population of 1.7 million people across eight London Boroughs. We are a University Teaching Trust with a consistent record of financial stability and an annual turnover of 200 million with a workforce of over7000 staff. The Trust has grown over a number of years and also includes Hillingdon and Camden provider services.



The Trust provides Eating Disorder Services in Brent, Harrow, Hillington, Kensington and Chelsea and Westminster and the feedback from patients and their families




informs the style of delivery. The Service consists of consists an in-patient adult ward. A day programme for adults. A large outpatient department with a Therapy team and an assessment and liaison team. There is an Intensive Community treatment pathway and early intervention (FREED) pathway. There is also a Community Eating Disorders steam for Children and Young people and they are developing an intensive community treatment pathway also. A new day programme for Children and Young people is also about to open.

· Be accountable for the line management of all the staff employed in the service area and implement the relevant Trust Human Resources policies andprocedures.

· Ensure that systems are in place that ensures all staff are managed fairly and consistently and work within an equal opportunitiesframework.

· In partnership with professional leads, ensure that all members of staff in the service receive regular and appropriate clinical supervision, relevant professional advice and support, and appraisal linked to their Individual development plans.

· Ensure effective mechanisms are in place for workload management that are coherent with the needs of children and families as well as the requirements set out within the agreed service levelagreements.

· Ensure services are managed and delivered within availableresources.

· Monitor and control the budgets, ensuring that budgets are managed within the scheme of delegation and to the agreed accounting standards and procedures, and that managers with delegated authority are held to account for the application of the budget.

· Monitor and control the use of any other financial resources deployed by the service where these are delegated by senior management.


· Be familiar with the observe Standing Financial Instructions, Standing Orders and all other Trust/Local Authority corporate policies andprocedures.

· Participate in the Trust Managers on-call rota asrequired.

· Ensure that services report against CQUIN targets and CIPs as outlined in contracts and that reports are discussed to provide insight into Directorateperformance.

1.1 ServiceManagement

· Ensure the service delivered reflects the aims, values, philosophy and policies ofthe Trust.

· Ensure all services have detailed operational policies, which describe and regulate their own working practices and interface with other service elements to ensure a seamless service within Eating Disorders.

· Work with universal services to ensure there are effective arrangements and pathways for the referral, shared management and discharge ofpatients.

· Ensure that the implementation of the CPA Policy and Risk Assessment Policiesare effectively worked to and monitored whereappropriate.

· Ensure any reports produced for both external and external use are of aconsistently highstandard.

· Ensure that appropriate age related systems are in place for user feedbackand involvement in the delivery and monitoring ofservices.

· Provide and make effective use of management and clinical audit information to ensure continuous improvement within the framework of Clinical Governance and Care Quality.

· Ensure there are effective systems of communication, support and feedback in the service area that are effective in promoting inter-agency and cross-directorate working

· Ensure that there is appropriate support available for any people affected by untowardincidents,includingserviceusers,carers,staffandothersinthecommunity.

· Initiate, lead or attend as appropriate, any clinical meetings, whichmaybe required, as a way of retaining a clear overview of localpractice.

· Ensure that all staff are trained, up to dateandunderstand the local safeguarding arrangements.

· Ensure complaints and serious incidents are investigated and that reportsare produced within the relevant time-scales andtothe requiredstandard.

· Implement the workforce plan for the service area and be responsible forthe recruitment and retention ofstaff.


· Ensure that service centres and sites are maintained to agreed standards and meet Health and Safetyrequirements.

· Be a member of the Service Line Senior Management Team and to attendother meetings and committees asrequired.



· To ensure services address issues of Race and Culture and are delivered appropriate to the needs of diverse community and within the statutory framework and equal opportunitypolicy.

· Staff are treated fairly and consistently within the operational policy andprocedures applied in thetrust.
