Liverpool City Council’s Children & Young Peoples Services directorate is committed to delivering high‑quality, inclusive, and effective support for children, young people, and families. The Commissioning & Early Help service plays a vital role in ensuring that education, social care, and alternative provision placements are well‑coordinated, well‑monitored, and aligned with statutory and organisational standards.

The Role
We are recruiting two experienced Senior Business Support Officers to support the Commissioning Alternative Provision team. This role provides essential administrative, financial, and data‑management support to ensure the effective commissioning, monitoring, and quality assurance of education and social care placements.

Key Responsibilities
Arrange a wide range of educational and social care placements, including school provision, alternative education, tuition, residential placements, and online education.

Support finance and contract monitoring processes, including raising limit orders, processing invoices via SAP, managing uplifts, and responding to supplier enquiries.

Work closely with LCC finance, procurement, and internal colleagues to ensure compliance with commissioning, procurement, contract, and audit requirements.

Support the creation, monitoring, and reporting of placement and contract data using systems such as Capita and Liquid Logic, including risk registers, issue logs, attendance data, engagement reports, progress reports, Ofsted notifications, and KPIs.

Assist Contract and Commissioning Managers with all aspects of the commissioning process, including sending placement/tuition requests, tracking offers, and preparing funding confirmations.

Support quality assurance and attendance monitoring processes, including issuing quality frameworks, tracking returns, and coordinating quality monitoring visits.

Assist with preparing specifications, managing tender rounds, recording minutes, and producing reports.

Candidate Requirements
Strong understanding of Education and Local Authority processes, policies, and procedures, ideally gained in a similar Business Support environment.

Strong IT capability, including minute taking, report writing, and preparing presentations.

Excellent Excel skills, with experience manipulating and extracting data for case tracking and management reporting.

Strong finance business support experience; SAP knowledge is an advantage.

Excellent written and verbal communication skills, with the ability to work as part of a team and use initiative to manage workloads.

Advanced Excel qualification is desirable.

Ability to work on site at least 2 days per week.
