Senior Public Health Officer - Falls & Frailty Prevention (Interim)
Rate: £350 per day (inside IR35)

We are seeking an experienced Public Health Officer to lead delivery of the Falls and Frailty Prevention Programme, alongside overseeing key procurement and commissioning activity for both the Falls & Frailty Prevention workstream and the Cardiovascular Disease (CVD) Workplace Health Checks Programme.This is a senior interim role requiring strong public health expertise, excellent partnership-working skills, and the ability to deliver complex commissioning activity at pace.
Role Overview
You will provide senior leadership across prevention programmes focused on improving outcomes for older adults, while leading end‑to‑end procurement and commissioning activity. The postholder will work closely with internal teams and external system partners to ensure high‑quality, evidence‑based services are designed, commissioned, and mobilised effectively.
Key Responsibilities
Programme Leadership
- Provide senior oversight of the Falls and Frailty Prevention Programme, ensuring delivery of measurable outcomes for older adults.
- Lead the development, coordination, and implementation of prevention initiatives aligned with ageing well and age‑friendly principles.
- Use public health intelligence and evidence to shape priorities and inform decision-making.
Commissioning & Procurement
- Lead end‑to‑end procurement and commissioning for:
- Falls and Frailty Prevention services
- CVD Workplace Health Checks programme
- Develop service specifications, evaluation frameworks, and evidence‑based commissioning proposals.
- Ensure commissioning activity complies with relevant legislation, standing orders, and local governance requirements.
- Deliver procurement activity at pace, meeting tight deadlines within the first 2-3 months of the contract.
Partnership & Stakeholder Engagement
- Work collaboratively with partners across:
- NHS and primary care
- Social care
- Voluntary and community sector organisations
- Support system‑wide approaches to prevention and improved outcomes for older adults.
- Represent the programme at meetings, boards, and multi-agency forums as required.
Public Health Expertise
- Apply evidence‑based public health approaches to prevent falls, reduce frailty, and promote independence.
- Demonstrate a strong understanding of frailty, functional decline, and ageing‑well models.
- Integrate population health data, intelligence, and needs assessments into service planning and commissioning.
Essential Skills & Experience
- Proven experience in a senior public health, commissioning, or programme management role.
- Strong track record of delivering procurement and commissioning processes within tight timescales.
- In-depth knowledge of older adults' public health, including falls prevention, frailty, and ageing‑well frameworks.
- Excellent partnership‑working skills across health, social care, and the voluntary sector.
- Ability to work independently, manage complex workloads, and deliver high‑quality outputs at pace.
- Strong analytical, report‑writing, and communication skills.
