Shape the future of public transport in the East Midlands
We are looking for an experienced and driven Commissioning & Contracts Manager to play a pivotal role in delivering high-quality, value-for-money public transport services and public transport infrastructure across the region.
This is an exciting opportunity to influence how transport services are commissioned, managed and improved—ensuring they meet the needs of our communities while supporting regional growth and sustainability.
About the role
As Commissioning & Contracts Manager, you will lead on the commissioning, contract management and compliance of public transport services and public transport infrastructure on behalf of EMCCA.
You will oversee a substantial portfolio (c.£24m indirect budget excl. Infrastructure contracts), ensuring services are efficient, compliant, and deliver real public value.
Working closely with internal teams, operators, and key stakeholders, you will help shape strategic decisions through robust data, insight, and performance management.
Key responsibilities
• Lead the commissioning and management of public transport contracts and service level agreements
• Develop and implement compliance and monitoring frameworks
• Design contract management schedules aligned with procurement regulations
• Manage budgets and resources effectively, driving continuous improvement
• Produce data-driven insights and performance scorecards to inform decision-making
• Provide expert advice on legislation, procurement, and best practice
• Oversee performance reviews and network efficiency assessments
• Build strong partnerships across stakeholders, suppliers, and communities
• Deliver high-quality reports and recommendations at board level
• Promote a culture of innovation, accountability, and service excellence
You will also have line management responsibility, supporting and developing a small team.
About you
We are looking for someone with:
• Extensive experience in commissioning, contract management/procurement, and project delivery
• Strong leadership experience within a complex service environment
• The ability to analyse complex data and translate it into strategic insight
• Excellent negotiation, influencing and stakeholder engagement skills
• A strong understanding of procurement legislation and commissioning best practice
• Knowledge of public transport operations (highly desirable)
• Degree-level qualification or equivalent experience
Experience working in a politically sensitive or local government environment is desirable.
