Summary

Parish Clerk & Responsible Financial Officer (Executive Officer)

Salary: SCP 33–36 (£44,075 – £47,181)

Hours: Full time, 37 hours per week, with some evening work to support Council meetings and events

Location: Kents Hill & Monkston, Milton Keynes (MK10) – home based initially, with office working once new premises open

Kents Hill & Monkston is a vibrant and diverse parish of more than 8,000 residents across five neighbourhoods, with strong community identity, extensive green spaces and a growing programme of local services and initiatives. We are proud of the progress made in recent years, strengthening governance, improving transparency and investing in our community assets and we are now entering a new phase of development.

With the transfer of community centres on the horizon, a renewed focus on community engagement and the development of a new Council Plan, this is a pivotal moment for the Council. We are looking for a Clerk & Responsible Financial Officer who can provide steady leadership, support councillors with clear professional advice and help shape the next phase for of our ambitions for the parish.

What you’ll be doing
As our senior officer and Proper Officer, you will provide strategic leadership, ensure strong governance and support councillors with well informed, timely advice. You will oversee the Council’s finances, including the budget, precept, reserves, audit and procurement, ensuring public funds are managed responsibly and transparently.

You will lead a small, committed team delivering a wide range of services and assets, including 108 allotments, open spaces, community events, parish operations and, in future, community centres. You will also play a key role in strengthening community engagement, building partnerships and ensuring residents’ voices shape local priorities.

This is a hands on role with real breadth and influence, combining strategic leadership with practical delivery across governance, finance, operations and community engagement.

What we’re looking for
We are seeking an organised, confident and community minded leader who can balance strategic thinking with practical delivery. You will bring:

• Experience leading people, services or projects in a structured or regulated environment
• Strong financial and budget management skills
• Confidence working within statutory and governance frameworks
• Excellent communication skills and the ability to build trusted relationships
• Sound judgement, resilience and a solutions focused approach
• The ability to work independently, manage competing priorities and support councillors effectively
Local government experience and CiLCA are preferable but not essential. We will support the right candidate to achieve CiLCA within 18 months.
