Summary
Neway International are seeking an HR Business Partner Manager to join our client Bromley Council.
Location: Churchill Court, 2 Westmoreland Road, Bromley, Kent, BR1 1AS
Hours: 36 per week
Start date: 13 April 2026
Duration: 12 weeks (possible extension)
Pay: PAYE £27.10 per hour / Umbrella £35.47 per hour
Work pattern: 2 days office‑based, 3 days remote

Bromley Council’s Human Resources & Customer Services division supports organisational performance, workforce development and strategic change across the Chief Executive’s Directorate. The service delivers high‑quality HR advice, employee relations support and organisational development activity.
The Role
The HR Business Partner Manager will provide senior‑level HR expertise across a range of complex employee relations, organisational change and workforce development activity. This role requires strong advisory capability, confidence managing sensitive casework and the ability to support cultural and organisational development initiatives.
Key Responsibilities
Provide senior HR business partnering support to managers and services.
Lead and manage complex employee relations casework.
Support organisational change, restructures and workforce redesign.
Contribute to OD, leadership and culture development programmes.
Provide expert HR advice aligned to policy, legislation and best practice.
Build strong relationships with stakeholders across the organisation.
Candidate Requirements
Essential:
Significant experience in a senior HR advisory or business partnering role.
Proven experience managing complex ER casework.
Experience supporting organisational change and restructures.
Experience contributing to OD, leadership or culture development activity.
Strong knowledge of employment law and HR best practice.
Excellent communication, influencing and stakeholder‑management skills.
