Are you a seasoned procurement leader ready to drive transformation across a large, complex organisation? Our client is seeking an exceptional Deputy Director- Procurement to provide strategic leadership across a £1.75bn annual procurement portfolio and play a pivotal role in delivering a major procurement transformation programme.This is an opportunity to shape a modern, high-performing procurement function at a critical point of organisational change-working at pace, influencing senior leaders, and ensuring procurement truly enables delivery of major programmes and council-wide priorities.

The Role

As Deputy Director - Senior Procurement Specialist, you will provide strategic leadership across four procurement teams-Sourcing, Major Programmes, Projects, and Frameworks-while shaping and delivering a council-wide procurement strategy aligned to organisational priorities. You will oversee a £1.75bn procurement pipeline, ensuring robust governance, strong assurance, and the successful delivery of complex, high‑value procurements at pace. A key part of the role is driving a major procurement transformation programme, enhancing capability, modernising processes and systems, and embedding best practice across the function. You will work closely with directorates to maintain an accurate forward pipeline, act as a trusted adviser to executive leaders, and cultivate strong cross‑organisational collaboration. Alongside this, you will lead and develop high-performing teams, fostering a culture of accountability, innovation, and continuous improvement.

About You

Essential Experience

  • Significant senior leadership experience at Deputy Director level in a complex public or private sector environment.
  • Proven track record managing large-scale procurement portfolios (ideally £1bn+).
  • Demonstrable experience delivering procurement transformation programmes.
  • Expertise leading high-value procurements for major programmes and complex projects.
  • Strong background partnering with operational directorates to shape procurement pipelines.
