Summary

Technical Officer (Pollution) needed in Bradford, £16.08ph PAYE - Reference: 5292915

Technical Officer 1 is to focus primarily on one specific investigation.

They will be expected to:
• respond to pollution events
• act as a point of contact for complainants and Interested Parties
• manage and track actions required in the investigation
• be responsible for responding to FOIs and replies to emails sent by the community
• meet stakeholders face to face.
• gather information and intelligence and
• obtain any witness statements that are needed by Officers.
This Technical Officer would be expected to be in Bradford each working day and will report directly to the Environmental Health Manager whilst supporting Officers and the Principal Environmental Health Manager.

Technical Officer 2 will need to work on district, so it is expected that they will typically be in Bradford three or four days a week, working either out on district or in a office.

1. To carry out the collection of evidence to enforce appropriate statutes used in the service of notices, the defence of appeals and the prosecution of offences. Also to act as a professional witness on behalf of the Client in court and to attend meetings and panels of the Client l to give technical advice when required.
2. To carry out the detection, monitoring and abatement of statutory nuisance
3. To carry out the monitoring and control of pollution whether to land, water, the atmosphere or by noise.
4. To carry out visits and supervise remedial works to ensure compliance with statutory requirements, including compliance with enforcement notices.
5. To carry out sampling of a wide range of materials including drinking water, air, land and other hazardous materials, e.g. asbestos.
6. To support the delivery of the regulatory programme in respect of the district’s private water supplies.

7. Prepare, draft and serve notices served in the name of the Client and in his/her own name under the supervision of an Environmental Health Manager.
8. To carry out Legal proceedings and attend as required at tribunals and appeals, either as ordinary or expert witness. To prepare reports and give written and oral evidence as required in support of legal proceedings.
9. To carry out detailed inspections in respect of applications for licences and approvals as directed by an Environmental Health Manager and submit reports to, and attend at, Licensing panels as required
10. To carry out detailed assessments of the environmental impact of planning applications, prepare responses/reports to the planning department, and attend enquiries panel meetings as required.

This is a Full time role on a temporary contract basis.
