Summary
The Chief Operating Officer Group works closely with the Home Office’s policy and operational commands to enable us together to deliver the department’s priorities. The group is comprised of different teams and professional functions, including Commercial, Finance, People, Portfolio and Project Delivery, Security, Estates and Information and Digital, Data and Technology.
The Metis Commercial and Finance team work closely with the Home Office’s Digital Directorate in maintaining and developing the Home Office’s modern Enterprise Resource Planning (ERP) solution (centred on Oracle Fusion) covering our General Ledger, Procure to Pay and expenses in addition to the Order to Cash area.
The objective of the Metis Commercial and Finance team is to oversee and deliver enhancements to the functionality of the ERP and simplify our corporate applications for staff, saving them time and offering greater data driven decision making across the organisation. The success of Metis is reliant on business engagement, staff adoption and the willingness to transform embedded policies and processes to move to adopt industry best practices.
As the Order to Cash Functional Lead, working in the Financial Control area, you will be responsible for driving and assuring the Oracle Finance solution, based on your broad understanding of Oracle Financials Cloud and current industry best practice, to ensure high quality business solutions.
You should be very comfortable operating in a Subject Matter Expert capacity, leading on your workstream and being a key advisor to business colleagues at all levels as well as working collaboratively with all support partners to meet key deliverables.
You will be able to effectively communicate the business, functional, and technical information to multiple stakeholders. You will have a problem solving approach and possess the ability to work confidently with complex data.
As functional lead you will also be responsible for driving enhancements, coming from a variety of sources, including the product quarterly update and taking the lead for the Order to Cash workstream for the onboarding of additional clients in the Metis environment. You’ll be expected to work alongside DDaT product managers and product teams as well as Commercial and Finance experts, putting user needs at the heart of your decision making, looking to get value from early releases and then continually adapting and improving.
As a Finance Professional, you will be aligned to the Government Finance Profession’s Systems Data and Technology family putting you at the heart of the wider finance function.
Responsibilities
Day to day duties include:
- Working with the product and delivery managers on prioritisation and resourcing to ensure the effectively delivery of the of the Metis System Order to Cash (Oracle Finance Solution) and expenses priorities.
- Communicating the business, functional and technical requirements to stakeholder and others, as required, effectively and using the most appropriate channels.
- Using insights from stakeholder engagement and data to effectively manage and improve the user experience for staff and support the most cost effective use of resources.
- Acting as the Subject Matter Expert on the Metis system and Oracle Finance solution to colleagues and stakeholders within the organisation and across government.
- Enabling and managing change that allows more flexibility, responsiveness and improved service delivery and user experience.
- Driving the product enhancements, including the quarterly product update and ensuring the smooth onboarding of additional clients.
Other activities include:
- Managing internal control and delivery risks effectively with an emphasis on customer service.
- Developing and implementing appropriate policies and procedures for change control, for the Order to Cash function to ensure compliance with government standards.
- Playing a key role in the Metis Product team as the Order to Cash function lead, ensuring process changes are in line with financial operations policies and consider future plans.
- On occasion stepping up to lead the team, acting as a line manager, providing guidance and coaching to support the development of self and others.
- Keeping up to date with the latest industry best practice.

Working pattern
Due to the business requirements of this role, it is only available on a full-time basis. However, job-share and compressed hours are available.
