About the Role
As the EURO28 Project Manager, you will provide professional project leadership across Birmingham's Host City programme. You will support the Project Lead and multiple workstreams, including City Experience, Operations, Mobility, Commercial, Sustainability, Volunteering and more, to ensure delivery is on time, within scope, and in line with the Host City Agreement and UEFA requirements.
Your work will directly contribute to the success of EURO 2028 in Birmingham, ensuring robust planning, governance, readiness and assurance across the entire programme.
Key Responsibilities
Programme & Project Planning
- Lead the development and maintenance of Host City project plans, schedules and integrated timelines.
- Translate Host City Agreement and Hosting Manual requirements into clear delivery actions.
- Ensure alignment and coordination across all workstreams.
Governance, Controls & Reporting
- Establish strong project governance, including milestones, stage gates, risks and change control.
- Coordinate reporting to internal boards, UK Sport, UK&I28 and UEFA.
- Produce clear progress reports, dashboards and briefings for senior stakeholders.
Risk, Issue & Dependency Management
- Identify, record and manage risks, issues and interdependencies across the Host City programme.
- Support mitigation planning and escalate through governance where required.
- Maintain an integrated risk and issues log aligned with tournament assurance processes.
Budget, Resources & Controls
- Support financial planning and monitoring across Host City delivery.
- Work with Finance and budget holders to track expenditure, variances and change impacts.
Stakeholder Coordination
- Coordinate activity across internal Council services, external partners, UKI28 and UEFA.
- Support effective working groups, workshops and operational meetings.
- Champion consistent project management standards across the programme.
Readiness, Assurance & Evaluation
- Support readiness assessments, test events and rehearsal activity.
- Maintain audit‑ready compliance records.
- Contribute to lessons learned, post‑event evaluation and knowledge transfer.
About You
We're looking for a highly organised, proactive and collaborative project professional with:
- A recognised project management qualification.
- Significant experience delivering projects/programmes in complex organisations - ideally in the context of large sporting events.
- Strong experience in planning, governance, reporting, risk and dependency management.
- Experience in multi‑stakeholder environments, ideally across public sector or large‑scale programmes.
- Excellent analytical, organisational and communication skills.
- The ability to manage competing priorities and deliver to fixed deadlines.
