We need an influential, strategic leader to lead strategic external and internal partnerships to secure strong environmental, operational, and funding outcomes. This new role focuses on improving end-to-end customer experience for developers and ensuring environmental capacity and enhancement opportunities are identified early in the planning system.

You will lead a small team of Major Projects Senior Advisors and Account Leads, and will oversee a programme of major projects, including Lead Environmental Regulator pilots. You'll manage relationships with key national stakeholders, aligning effort across the organisation to support sustainable growth, innovation, and improved ways of working.

As a senior leader, you will drive cultural and behavioural change, ensuring our work supports the government’s growth mission while fulfilling our responsibility to protect and enhance the environment.

Key responsibilities:

• Overseeing funding, resources, and skills to ensure efficient programme delivery.
• Building strong partnerships, developing new relationships, and securing sustainable funding.
• Influencing early investment decisions so developers understand environmental capacity and deliver more than minimum compliance.
• Strengthening collaboration with national organisations, developers, and Arms Length Bodies.
• Providing leadership and assurance for high profile projects, ensuring effective advice, risk management, and alignment with EA2030.
• Leading and developing teams, modelling inclusive behaviours, and improving communication and engagement.
• Championing continuous improvement using customer feedback and insights.
• Using data/evidence and risk information to guide decisions/improve customer experience.

The team

You’ll join our Growth and Infrastructure team which is part of the Growth, Permitting and Monitoring portfolio led by Emma Fraser in Operations. It includes the National Infrastructure team, HS2 team and supports Area Operations teams by driving operational improvements, strengthening risk and assurance, and enhancing performance reporting.

We’re a dispersed team and work with a wide range of technical and project teams across the country to support the organisation’s strategic goals.

Experience/skills required

In your capability-based answers please demonstrate your:

• Leadership experience in partnership development, stakeholder management, and building strong internal and external relationships at a programme or organisational scale
• Proven ability to develop funding strategies and plans, secure funding and drive a commercial mindset
• Strong communication, influencing, and networking skills with the ability to shape strategy and drive behavioural change.
• Leadership experience including inspiring and motivating teams and embedding inclusive and empowering behaviours.
• Experience leading complex programmes, projects, or operational improvements in a regulatory, operational, or development environment.
• Understanding of planning regimes and environmental regulation.
• Programme/project management experience.
• Risk management experience
