We’re looking for a highly skilled and motivated Programme Manager (Engineering Team Manager: Transportation Projects) to join our Strategic Infrastructure Service at Calderdale Council. This is a pivotal leadership role at an exciting time as we deliver major improvements across the borough. Join us and be part of Calderdale’s next chapter.

As Programme Manager, you will provide professional leadership to a team of project development and delivery professionals in delivering essential transport, engineering and policy work that benefits communities across Calderdale.

You will support the development of transport policies, strategies and programmes, representing Calderdale at regional forums and ensuring we comply with national and statutory requirements. You will oversee budgets, hold responsibility for procurement activity, provide expert technical advice, and work with partners and elected members to deliver high quality services.

This is a role where your expertise will directly support regeneration, inclusive growth and better transport choices across Calderdale and the wider West Yorkshire region.

Projects and areas of work include:

A629 Orange Street Roundabout to Illingworth
We’re aiming to speed up journeys for everyone who travels along key routes around north Halifax. We will make it easier and safe to walk, wheel, cycle or use public transport, particularly between Lee Mount, Ovenden, Illingworth and Halifax town centre.

North Halifax Improved Streets for People
We’re aiming to make walking and cycling safe and easy. We will improve access between north Halifax and the town centre. Improving facilities for cycling and walking will help people get places more easily in north Halifax, including shops, workplaces, health centres and schools.

West Halifax Improved Streets for People
We’re aiming to make walking and cycling safe and easy. We will improve access between west Halifax and the town centre. Improving facilities for cycling and walking will provide better access to Halifax town centre, improve the urban environment, also access to bus stops and reduced journey times on buses.


Regional Collaboration
Representing Calderdale Council at the West Yorkshire Combined Authority, influencing regional transport strategy and investment.

What you’ll bring
• Proven leadership experience in a technical or engineering environment
• Strong programme and project management skills across complex and varied workstreams
• Up to date knowledge of national and regional transport and engineering policies
• Excellent communication skills, able to explain complex information clearly
• Experience working with elected members or in politically sensitive environments
• Ability to manage budgets, forecasting and funding bids
• Knowledge of Health & Safety legislation and engineering compliance
• Strong partnership working, negotiation and influencing skills
