Summary
Health Innovation Oxford and Thames Valley (HIOTV) is recruiting an Evaluation and Adoption Project Manager to join the Strategic and Industry Partnerships (SIP) team on a 12-month maternity cover contract.
The post will focus on delivering real-world evaluations of healthcare innovations and supporting their adoption and scale across the NHS. You will manage a portfolio of projects, working closely with innovators, clinicians, commissioners and system partners to demonstrate clinical and economic value.
This role suits an experienced project manager with a strong understanding of the healthcare system and an interest in innovation, evaluation and service improvement.
• Manage a portfolio of evaluation and adoption projects, supporting the delivery of real-world evaluations of healthcare innovations.
• Work closely with innovators, NHS providers, commissioners and other stakeholders to ensure projects are well designed, delivered and supported.
• Apply appropriate evaluation approaches to demonstrate the clinical, economic and system value of innovations in real-world settings.
• Support the adoption and scaling of innovations that are proven to be clinically effective and cost effective.
• Undertake routine project management activities including project planning, reporting, milestone tracking and risk management.
• Identify, manage and escalate risks, issues and dependencies in line with programme governance.
• Build and maintain effective working relationships across organisational and sector boundaries.
• Contribute to meetings, workshops and stakeholder engagement activities, including patient and public involvement

Job Description
The post-holder will be a highly motivated, inquisitive and creative problem solver with excellent communication and influencing skills, working across organisational boundaries to bring together the right people to help develop and deliver robust real-world evaluations of novel healthcare innovations and support spread and adoption. You will enjoy working collaboratively, feel confident to challenge the status quo, and be prepared to adapt and seek mutually beneficial solutions to issues.
The successful candidate will support a portfolio of evaluation and adoption projects with innovators and stakeholders from across the health and social care sector in the HIOTV region and possibly beyond. You will be well supported by the Head of Evaluation and Transformation and function as part of the SIP team. You will have an understanding of the healthcare system. Clinical or operational experience in one of HIOTV’s priority areas, an understanding of real-world evaluation methodology and programme delivery will be an advantage. Priority clinical areas currently include Cardiovascular Disease, Respiratory, Mat/Neo, Mental Health and the technology themes of Diagnostics and Digital /AI.
You will work in collaboration with NHS stakeholders, colleagues in other teams at HIOTV, colleagues from other HINs and the Office for Life Science and NHS England/Improvement to share and maximise learning from existing and ongoing improvement projects. Involving patients and the public, you will strive to ensure your work serves the diversity of the population of the region we serve.
Key responsibilities:
• With support from the Head of Evaluation and Transformation, manage a portfolio of local and regional evaluation and adoption projects, ensuring all relevant stakeholders are well engaged, committed and supported.
• Work closely with innovators of different levels of maturity to support robust and effective evaluations in a real-world setting
• Support the management and control of programme resources such as access to experts, health economists, statisticians and analysts and other SIP programme resources.
• Undertake routine project management functions, e.g., maintenance of project plans, completing regular reports, tracking the delivery of the project milestones against the programme/project plans and ensuring that line managers and the Director of SIP is regularly briefed on progress and issues.
• Help to ensure projects remain on time, in scope and within budget.
• Identify and flag risks and issues, escalating concerns to line management.
• Manage complex, sensitive or contentious information as required to deliver projects.
• Understand the evidence base for each innovation project.
• Develop and nurture collaborative working relationships, both internal and external to the organisation, and at all levels of partner organisations e.g. innovators, NHS provider stakeholders, commissioners, etc.
• Understand how all aspects of the programme and projects both meet and support our local stakeholders needs and our national commission.
• Understand the complexities of health and care structures in the support of innovators.
• Help to plan and deliver meetings and workshops with stakeholders.
• Support the spread and adoption of health innovations that are proven to be clinically and cost effective.
• Use Microsoft Office and Teams to communicate, meet and work on documentation as appropriate.

The post holder may also be asked to cross-cover for other programmes of work, should there be an operational need.

Risk Management
The management of risk is the responsibility of everyone within Oxford University Hospitals NHS Foundation Trust (OUH) (HIOTV’s hosting organisation), and will be achieved within a progressive, positive, honest and open environment. Infection Control
Infection Control is everyone’s responsibility. All staff, both clinical and non-clinical, are required to adhere to the Trusts’ Infection Prevention and Control Policies and make every effort to maintain high standards of infection control at all times thereby reducing the burden of Healthcare Associated Infections including MRSA.
All staff employed by the OUH Trust have the following key responsibilities:
• Staff must wash their hands or use alcohol gel on entry and exit from all clinical areas and/or between each patient contact.
• Staff members have a duty to attend mandatory infection control training provided for them by the Trust.
• Staff members who develop an infection (other than common colds and illness) that may be transmittable to patients have a duty to contact Occupational Health.
Health and Safety
To be responsible for ensuring that all duties and responsibilities of this post are carried out in compliance with the Health & Safety at Work Act 1974 and any subsequent Amendments, Statutory Regulations and Trust Policies and Procedures. This will be supported by the provision of training and specialist advice as required.
