As a result, alongside several consortium partners; Balfour Beatty have been selected by bp (British Petroleum) to construct a first-of-a-kind fully integrated gas-fired power station with carbon capture and storage which is a key driving force behind plans to make Teesside the UK’s first decarbonised industrial cluster.
Balfour Beatty is seeking a dynamic Designated Individual to contribute to the Net Zero Teesside (NZT) project based at our site in Redcar and Cleveland.
What you'll be doing
The Designated Individual will act on behalf of the organisation to manage, coordinate and oversee the BR Principal Contractor’s duties under the Building Safety Act and Part 2A of the Building Regulations 2010 (as amended).
The nominated Designated Individual would be expected to have direct day-to-day
management responsibilities for the overall coordination of the proposed building works.
The role would operate close to the project, with sufficient presence and authority to influence planning, decision-making, and delivery of the building works, while providing independent oversight and assurance that building work is properly planned, managed, monitored, and compliance is evidenced. The role supports, but does not replace, project delivery teams and aims to provide a clear line of accountability between site activities, our organisational governance, and regulatory expectations in respect to building safety.
The DI is accountable for ensuring that the organisation fulfils all BR Principal Contractor duties, including:
- Ensuring construction work complies with all relevant requirements of the Building Regulations 2010 (as amended)
- Managing statutory duties under:
- Building Regulations Part 2A 2010 (As amended)
- Building Safety Act 2022
- Higher Risk Building Procedures (where applicable)
- Plan, manage and monitor the construction phase to ensure compliance with Building Regulations
- Ensure building work is carried out correctly, safely, and in accordance with the
Approved for Construction (AFC) design - Ensure individuals performing building or design work are competent and
appropriately supervised - The DI is accountable for effective coordination across:
- Client
- BR Principal Designer
- Designers
- Contractors and supply chain
- Building Safety Regulator (as required)
- This includes sharing information, enabling collaboration, and ensuring regulatory compliance is maintained throughout
- Manage and maintain the Golden Thread of accurate, accessible, structured
information - Ensure changes that affect compliance are documented, reviewed, and controlled
- Providing compliance declarations to the Client
- Ensuring all records are assembled and submitted
Key Responsibilities:
- Verify that construction aligns to the approved design and regulatory requirements
- Oversee/co-ordinate interventions, inspections, and verification activities
- Ensure the competence of all individuals performing or supervising building work
- Ensure appropriate supervision of trainees
- Maintain a complete set of compliance records during the appointment period
- Provide evidence of inspections, design or construction changes, and regulatory
correspondence - Coordinate design changes and record compliance affecting decisions.
- Liaise with Building Control Bodies, BR Principal Designer and Client on change matters
- Emails from leadership emphasise that the DI must:
- Ensure strengthened governance in D&E, procurement, commercial and quality
processes - Lead the audit/check process to verify ongoing compliance
- Support upskilling the organisation and coordinating Subject Matter Experts (SMEs)
- Ensure strengthened governance in D&E, procurement, commercial and quality
- Support regular audits of all duties, activities, actions and record keeping – to be conducted by BB Senior Management SMEs and/or external SMEs
The DI must operate with enough independence from project delivery to provide credible oversight and assurance.

The individual must have the appropriate skills, knowledge, experience, and behaviours proportionate to the complexity and risk of the building work that is being undertaken, and be capable of challenging decisions, appointments, and practices that could undermine overall compliance, competence, or the integrity of the Golden Thread, in both the project office and on on-site active construction environments.
Qualifications:
- Relevant degree in construction/engineering and chartered status (e.g., CEng)
- Demonstrable competence under PAS 8672 / BS 8670
- Proven senior experience in managing complex construction works
- Formal training/understanding of Building Regulations, BSA 2022, HRB procedures
