The Partnership Planning Team (PPT) who are part of the Network Management team, are currently recruiting to this important role within their team. In this role, you will support the governance and use of Lane Rental Surplus Funds in liaison with the Lane Rental Surplus Fund (LRSF) Chair and supporting the Lane Rental Governance Group (LRGG).

We are looking for someone that can coordinate the promotion of available funds, application for funding, consultations and funded projects. You will evaluate outcomes and deliver the relevant administration and communication that goes alongside this. You will also have project or programme support experience so a good understanding of the systems and processes to do this will be essential too.

You will need to work closely with various stakeholders and other local government bodies appropriately. You will provide detailed advice and guidance to a range of audiences so you will need to have excellent communication skills to respond accordingly. The Opportunity

In this role, your key focus will be to provide support for the Lane Rental Surplus Fund (LRSF), the operation of the Lane Rental Governance Group (LRGG), and the work of the Chairperson. You will need to be confident in supporting decision making and the governance of this, to ensure that the funding is fairly processed. An understanding of a range of statutory requirements and democratic services is important too.

The role will require experience in communication and engagement across multiple stakeholders and the understanding and knowledge around highways and transport priorities. The role requires you to provide advice and guidance to a range of audiences and will include responding to queries and problems and influencing and persuading individuals on a range of issues through the development of effective relationships.

The role will require fast-paced work and will need you to be organised and good at coordination of tasks both within your workload and others.

The role will require you to be able to travel independently to various meeting venues, and to undertake occasional walked site visits across the county. The role may also occasionally require attending outdoor events, which may occur during inclement weather, as well as a requirement to wear appropriate personal protective equipment.

About you

Some of the key skills, experience and knowledge required to be successful in the role include:

  • Experience of working in a highway, transport or planning related field.
  • Excellent literacy and numeracy skills to enable you to analyse, interpret and manipulate information. This will enable you to respond to complex correspondence and create high-quality documents within agreed timescales.
  • Knowledge and experience in project management processes and procedures, as well as the ability to understand the requirements of the work to be undertaken. You'll be able to work across various teams in the directorate to achieve the desired outcome and deadlines.
  • Effective communication skills, both written and verbal, to enable production of clear and concise information to a range of stakeholders. You'll also need good IT skills to be able to produce the relevant correspondence.
  • Strong customer focus with knowledge of the customer base, which will enable you to work as the key contact and ensure a professional customer-focused service, resulting in us meeting public needs.

About us

This role sits within our Highways, Transport and Planning Directorate. Within this sits the Network Management Service, which is responsible for meeting the council's network management duty to keep traffic flowing. The Service is responsible for issuing permits and co-ordinating works on the highway network, and licencing activities, events and temporary road restrictions.

The Service operates a Lane Rental Scheme which levies charges on works promoters for their use of the County's busiest roads at the busiest times to incentivise the minimisation of disruption. The surplus funds from operating the scheme are governed independently from the Service, and funds may be allocated to bids which support ways to reduce disruption on the network.

To manage the governance and use of lane rental surplus funds, the Service has established a small team within the Partnership Planning Team (PPT) which is where the role is based.
