Summary

The Youth team is an innovative team, within the high profile Civil Society and Youth Directorate. It has responsibility for a range of cross cutting and high profile policy areas, including the National Youth Strategy, published in December 2025. The strategy sets a cross-government direction for youth policy for the next decade, with DCMS announcing £500 million over the next 3 years for things to do outside of school, more youth clubs and access to trusted adults. This includes £350 million Better Youth Spaces capital programme.

The Youth team is a driven, friendly unit with a vision to ensure the programmes we deliver and the engagements we lead have the greatest impact for young people and their communities.

We are firmly committed to our people, and this is reflected in our values. We work hard to build an environment that is diverse and inclusive, as well as warm, friendly and collaborative; where each member of staff can flourish, feel comfortable being themselves at work, develop their skills and move their career forward.

The Youth Capital Portfolio Team is looking for a strong communicator with a track-record of project delivery and grant-management. The candidate will need to manage, escalate and explain a range of issues, taking into account the business and delivery environment of DCMS and capital programmes.

Your responsibilities will include:

  • Managing the relationship with the fund’s Intermediary Grant Maker (Better Youth Spaces Phase 1 and 2) including the monitoring and review of DCMS’s grant agreements with the fund’s delivery partners.
  • Follow through on the payment plan as set out in the grant agreement, supporting the budget process by providing financial reporting.
  • Work in tandem with the Youth Capital Portfolio Office Office to support early warning identification and remedial change control on the fund.
  • Develop the stakeholder development plan, leading on a plan to engage young people for the £350 million Better Youth Spaces Phase 3 programme.
  • Lead on sections of the Business case for Better Youth Spaces Phase 3.
  • Leading on lines to take and correspondence coordination, with opportunities to draft /input into Ministerial submissions.
