Summary

Health and Safety Manager
The Criminal Injuries Compensation Authority (CICA) is an executive agency of Ministry of Justice. We receive over 40,000 applications a year for compensation, from people who have lost loved ones or have been injured as a result of violent crime. We know financial compensation can never fully redress what they have suffered. Nevertheless, what we do is an important part of providing justice for victims and we take pride that the compensation we pay helps people move forward with their lives.
Some of the material you will access may include upsetting personal accounts of harm inflicted by others. This could include sexual assault and violence against children. We recognise the personal impact this may have and we provide resilience training, to promote wellbeing.
We employ around 350 people and are based in Glasgow city centre, with excellent transport links. We are a small, engaged, productive workforce with a real sense of corporate community. This position is based at Buchanan Wharf, 10 Clyde Place, Glasgow, G5 8AQ. We currently operate a hybrid working business model, where you will be expected to work 50% of your time in the office and the remainder at home.
The Role
As a member of the CICA Governance Team, the post holder will report to the Senior Governance Manager on the delivery of co-ordinating and implementing CICA’s policies on Health, Safety and Fire Management & Business Continuity. You will work collaboratively with different business functions across CICA, acting as a champion for best practice on these areas. Additionally, the post holder will be the primary contact to the MoJ for Health & Safety, and Business Continuity related issues and initiatives, ensuring compliance with MoJ policies. The post holder will also liaise with Student Loan Company on all building and facility related issues with the CICA at Buchanan Wharf.
Duties and Responsibilities
Health and Safety
• Ensure a safe workplace for colleagues, contractors and visitors
• Ensure compliance with relevant health, safety and fire regulations
• Maintain the CICA health & safety management system, including regular health and safety checks, and ensuring sufficient numbers of trained staff to undertake the duties of Fire Marshalls and First Aiders.
• Ownership and regular review of CICA policies and procedures to ensure compliance with wider departmental policy.
• Support with managing Display Screen Equipment requirements for staff
• Chair and organise CICA H&S Committee meetings
• Provide regular updates to CICA’s Executive Management Committee on key H&S management information.
Business Continuity
• Ensure compliance with relevant Business Continuity practices
• Maintain the CICA Business Continuity Management System including regular, review and testing CICA policies and procedures to ensure compliance with MoJ policies and procedures.
• Liaise with MoJ Corporate Business Continuity colleagues represent CICA at the MoJ’s Business Continuity Practitioner Forum
Office Services / Facilities
• Monitor CICA’s Helpdesk and Office Services e-mail for requests for assistance
• Maintain relationship with SLC Landlord, contractors and service staff to ensure that CICA’s Buchanan Wharf activities run smoothly, including out of hours arrangements.
• Provide administrative support for CICA’s Matrix Desk Booking System
• Support the wider Governance team as required
Essential Criteria
• Good leadership and management skills
• Office management experience including knowledge of managing facilities
• IT skills e.g. MS 365 office packages
• Experience working within a Health and Safety and/or Business Continuity role
• Strong interpersonal skills to develop effective working relationships with a wide range of people both remotely and face to face
• Highly focused on delivering projects and objectives with a strong personal commitment to supporting the business in achieving its goals in a changing environment.
• High degree of flexibility
Desirable Criteria:
• IOSH or NEBOSH health & safety qualification (or willing to work towards)
• Business Continuity qualification from British Continuity Institute (or willing to work towards)
• Knowledge of Criminal Injuries Compensation Schemes
• Experience of project management
Qualifications:
This post requires relevant H&S and Business Continuity qualifications. We will also consider applicants who express a willingness to work toward these qualifications.
Security clearance required:
This post requires Baseline Personnel Security Standard, (BPSS) and NSVC
