Summary
1. Lead the Programme Provide overall leadership for the Hub & Spoke Development Programme, ensuring delivery aligns with EMAS strategy and national direction. Build strong relationships across EMAS and partners to secure support, collaboration, and shared ownership. 2. Drive Planning & Delivery Develop and manage project plans, business cases and long-term strategies for hub development and estate improvement. Oversee progress, risks, and milestones, ensuring projects stay on time, on budget, and deliver expected benefits. 3. Provide Expert Advice Offer specialist guidance on operational design, make ready models, infrastructure needs, and evidencebased change. Analyse data and develop solutions that support improved performance, staff wellbeing, and sustainability. 4. Communicate & Engage Communicate complex and sensitive information clearly to staff, leaders, and external partners. Ensure staff and stakeholder voices shape programme decisions. 5. Ensure Governance & Reporting Maintain high-quality documentation including risk logs, reports, and programme updates. Provide regular leadership briefings to support informed decision-making. 6. Manage Resources & Budget Oversee programme budgets and ensure efficient use of resources. Secure investment and support business case development. 7. Support People & Culture Enable change adoption through training, engagement, and visible leadership. Promote a culture of continuous improvement, inclusion, and staff wellbeing.
