Location: National (High‑Security Government Estate)

We are seeking an experienced individual in building experience FM Contract supply chain management TFM Relationship & Performance Manager to play a pivotal role in transforming a high‑profile Government organisation’s property function, including the establishment and management of their national Total Facilities Management (TFM) supply chain, driving performance, assurance, and exceptional service delivery across a complex, secure estate.
The Role
As a key partner to both the Client and the supply chain, you will:
- Build trusted, collaborative relationships with TFM providers and Client stakeholders.
- Lead the mobilisation of new contracts, ensuring systems, processes, and teams are aligned to contractual and operational requirements.
- Manage and monitor supplier performance, ensuring compliance with SLAs, KPIs, statutory obligations, and Client security protocols.
- Provide expert performance insight, assurance, and governance, including leading supplier performance forums.
- Support the development of the Client’s new property management function, contributing to a transformational operating model.
- Oversee the delivery of integrated property services including helpdesk/CAFM, asset management, technology solutions, budget management, and overall supplier assurance.
- Recruit, lead, and develop a high‑performing performance and supply chain team.
Key Responsibilities
Build a Data‑Led Operating Model
- Own an integrated reporting suite that provides a single, trusted source of truth for contract performance.
- Establish a performance framework that transforms raw data into insight, enabling informed and timely decision‑making.
Performance Monitoring & Analytics
- Use advanced data analysis to track supplier performance, identify trends, ensure SLA/KPI compliance, and highlight risks early.
- Apply data insight to maintain statutory compliance and operational continuity across the property portfolio.
Drive Measurable Outcomes
- Convert data insights into measurable operational improvements, cost efficiencies, and commercial opportunities.
- Develop improvement plans with suppliers based on evidence, not assumptions.
Governance
- Lead governance forums using robust performance data, ensuring transparent reporting, accurate minutes, and clear action tracking.
- Provide data‑supported recommendations that shape client decisions and contract direction.
Enable Continuous Improvement
- Use analytics to challenge existing processes and propose evidence‑based enhancements.
- Identify systemic performance issues and drive root‑cause analysis through data.
Support a Data‑Literate Team
- Support a team capable of interpreting, presenting, and leveraging analytical insights effectively.
- Embed a culture where decisions are grounded in reliable performance data.
What You’ll Bring
- Degree-level education or equivalent experience.
- Proven expertise in FM supply chain and performance management.
- Strong background in property/FM (Estates, QS, CS), with 5+ years in a similar role.
- Experience mobilising new FM contracts.
- Skilled in CAFM systems, performance reporting, data analysis, and commercial interpretation.
- Excellent communication, stakeholder management, and presentation skills.
- Ability to work independently, manage multiple priorities, and lead teams effectively.
- Proficient in MS Office applications.
- A performance-driven mindset with a collaborative approach.
Desirable:
Membership of IWFM, CIPS, or another recognised FM professional body.
