Summary

Location: Hanbury Road, Pontypool, Torfaen, NP4 6YB
Hours: 37 per week
Start Date: 23 March 2026

Work Pattern: 1 day per week expected on site, plus site visits as required

Torfaen Council’s Economy & Environment directorate is focused on creating sustainable, attractive places that support business growth, community wellbeing, and long‑term regeneration. The Economy & Place service area delivers strategic regeneration programmes across the borough, working with partners, funders, and local stakeholders to bring forward impactful projects.

The Role
The Regeneration Project Officer will support the development and delivery of regeneration projects across the town centres of Cwmbran, Blaenavon, and Pontypool. You will identify new project opportunities, explore funding routes, and support in‑house regeneration schemes on council‑owned land.

The role includes managing project systems, preparing funding claims, undertaking due diligence, coordinating project boards, and ensuring compliance with funder requirements. You will also maintain key datasets, manage grant platforms, and support consultants delivering regeneration activity.

This position requires strong project management capability, excellent communication skills, and the ability to work collaboratively across departments, partners, and external stakeholders.

Key Responsibilities
Develop new project ideas for town centre regeneration and identify funding and partnership opportunities.

Implement project management systems covering finance, risks, milestones, outputs, and resources.

Explore new place‑based regeneration programmes aligned with the Economy & Skills Plan.

Support strategic regeneration initiatives to ensure they are joined‑up, innovative, and aligned with council objectives.

Prepare and submit funding claims, progress reports, and monitoring information.

Complete due diligence for grant applications and ensure all documentation is in place.

Ensure grant conditions are met within agreed timescales and in line with funder requirements.

Prepare reports to support grant award decisions and acceptance of funding.

Support marketing and communication activity to meet funder requirements.

Organise and operate Project Board and progress meetings to ensure effective collaboration.

Develop systems to collect baseline data and liaise with consultants on evaluation reports.

Manage and maintain the grant management software platform.

Build strong relationships with funding organisations to maximise opportunities.

Review project milestones, budgets, and risks to ensure compliance and quality.

Manage capital budgets linked to externally funded projects.

Maintain the town centre empty property database and share data to inform decision‑making.

Engage with the Business Direct team and respond to enquiries promptly.

Support management of consultants delivering in‑house regeneration projects.

Undertake additional duties as directed by the Senior Economy & Strategic Regeneration Officer.

Candidate Requirements
Project Management Practitioner qualification or equivalent experience (essential).

Strong knowledge of Microsoft Office, particularly Excel.

Understanding of project management methods, systems, and techniques.

Knowledge of processes relating to externally funded project management.

Minimum 3 years’ experience managing projects or programmes.

Experience using management systems for complex projects.

Experience developing partnerships and working with external bodies and the public.

Experience liaising with Local Members, Town/Community Councils, and stakeholders.

Excellent communication, influencing, and persuasion skills.

Ability to organise effectively with strong attention to detail.

Ability to analyse and communicate complex technical/financial information.

Ability to meet deadlines and prioritise workload.

Understanding of political sensitivities and decision‑making impacts.

Commitment to customer consultation and partnership working.

Self‑motivated, flexible, and able to work under own initiative.

Ability to work under pressure and solve problems proactively.
