You work alongside the SEND Partnership Manager and SEND Assessment Manager to deliver an outstanding cross-college service coordinating high needs funding (HNF) assessments and the Education Health and Care Plan (EHCP) process including consultations, annual reviews and new requests.
About the Organisation:
The College operates across three main campuses in Stevenage and Hitchin, employing over 650 staff. With a turnover of £30m, the college provides learning opportunities to over 10,000 students each year from study programmes for 16-18 year olds and apprenticeships through to adult provision locally, regionally and nationally. We were judged Good by Ofsted at our last inspection in December 2023, with outstanding features.
Main Roles and Responsibilities
Manage the scheduling of EHCP annual reviews which includes the preparation of the EHCP annual review documentation through gathering information internally and completing suggested updates to the EHCP in advance of a case load of annual reviews
Chair a case load of EHCP annual reviews ensuring to meet statutory deadlines which are fully compliant with local authority guidance and the SEND code of practice. Manage first tier complaints with parents/carers following an annual review
Work closely with curriculum staff to ensure a consistency in the annual review processes and provide training and guidance in setting EHCP outcomes
Liaise with local authorities and other internal/external professionals to ensure that student documentation (EHCPs and associated reports) is up to date, circulated within statutory deadlines and stored confidentially in accordance with GDPR
Complete local authority documentation as part of the statutory EHCP needs assessments (EHCNA) for families requesting an EHCP
Manage EHCP consultations which includes but not exhaustive of assessing the needs of individual students in partnership with families, current education setting, external professionals and the local authority
Prepare evidence for and attend local authority SEND appeals and tribunals
Undertake robust HNF assessments and meet local authority deadlines when completing applications detailing individual needs and the provision required which involves reviewed and collating a range of evidence from third parties
Provide evidence for HNF funding claims for Supported Studies and cross college students which includes completion of detailed provider offers detailing support needs, staffing ratios and where appropriate third-party provision
Work in partnership with schools, parents/carers and other involved professionals when undertaking HNF assessments. This may include but is not exhaustive attending school annual reviews, conducting observations of the young person in their school or college setting ensuring the robust gathering of information to inform provision
Liaise with Curriculum Heads and Deputies, ALS and other cross college staff to ensure there is full compliance with SEN Code of Practice including statutory timeframes
Work with colleagues across the college to ensure we are providing necessary safeguarding support for students
