Job Overview
-Overview and Role Responsibilities
Reporting to the Account Director the postholder will act as Head of Projects and will be responsible for producing, managing and delivering the Annual Construction and Additional Funded Works Programmes, primarily infrastructure and construction projects delivered within a regulated defence environment.
The role carries accountability for leading and managing a team of Project Managers delivering a significant programme of capital and minor works, ensuring projects are delivered safely, on time, within budget and in compliance with contractual and statutory obligations.
The Deputy Account Director will deputise for the Account Director during periods of leave or absence and will assume full operational responsibility for the contract when required, including client engagement, commercial oversight, performance reporting and leadership of the wider contract team.
The role includes strategic oversight of CDM compliance across all projects, ensuring construction governance, duty holder responsibilities and statutory requirements are effectively managed and assured. A strong background in the construction industry and demonstrable experience of delivering infrastructure projects within complex or defence environments is essential.
In addition to project delivery responsibilities, the role has full responsibility for:
· Producing and maintaining the Annual Procurement Strategy and Construction Delivery Programme
· The Minor Works Team, a directly employed workforce delivering works up to £25,000 in value
· The Business Support function
· IT systems and operational digital reporting across the contract
This is a senior leadership role requiring strong commercial awareness, resilience and the ability to operate effectively in a remote overseas environment.
Main Duties
-Project and Infrastructure Delivery
· Produce, manage and maintain the Annual Construction Programme and Additional Funded Works Programme in line with agreed budgets and forecast expectations.
· Develop and maintain the Annual Procurement Strategy in collaboration with the Commercial Manager and client.
· Lead the planning delivery of all infrastructure and construction projects including sub-contractor management
· Provide leadership and direction to a team of Project Managers and associated support staff.
· Deliver projects in accordance with contractual requirements, agreed milestones and approved budgets.
· Provide strategic oversight of CDM compliance across all projects, ensuring duty holder coordination and statutory compliance.
· Ensure all projects align with the RIBA Plan of Work stages from concept through to handover and close out.
· Chair meetings with DIO and key stakeholders, reporting against the agreed annual programme.
· Maintain programme level risk registers and mitigation strategies.
· Work with the Commercial Manager to provide accurate monthly financial forecasting, including Forecast of Outturn versus budget.
· Produce detailed progress, performance and executive level reports
· Ensure all works are accurately recorded within Maximo and associated management systems.
-Minor Works Delivery
· Lead and manage the directly employed Minor Works Team delivering works up to £25,000.
· Monitor productivity, margin performance and programme compliance.
· Ensure quality assurance and statutory compliance across all minor works activities.

Deputising Responsibilities
In support of and during absence of the Account Director:
· Lead the contract and act as principal point of contact for DIO and BFSAI stakeholders.
· Manage operational performance, financial performance and KPI compliance.
· Oversee Profit and Loss performance with support from the Commercial Manager, including CVR submissions.
· Attend and lead monthly contract review meetings.
· Ensure contractual obligations are delivered safely, to required standards and within agreed budgets.

Business Support and IT
· Oversee the business support function to ensure effective reporting, document control and administration.
· Ensure robust IT infrastructure and digital reporting capability.
· Drive efficiencies in reporting, data analysis and management information systems.
What we are looking for
-Personal Specification
Essential
· Strong background in the construction industry, particularly infrastructure and building projects.
· Significant experience leading and managing a team of Project Managers and operatives
· Proven experience delivering capital and infrastructure projects within a defence, FM or highly regulated environment.
· Excellent working knowledge of CDM Regulations and practical application within live construction environments.
· Strong understanding of the RIBA Plan of Work.
· Demonstrable commercial acumen including financial monitoring and cost control of large programmes.
· Advanced proficiency in Microsoft Excel and Microsoft Project
· Experience producing executive level progress and performance reports.
· Strong leadership, communication and stakeholder management capability.
· Ability to operate at senior leadership level in a remote overseas location.
-Desirable
· Experience working on MOD or DIO contracts.
· Recognised Project Management qualification
· Degree qualified in Engineering, Construction or related discipline.
· Chartered or working towards professional chartership.
· Previous overseas or PJOB experience.
