About the Client
Plymouth City Council’s Growth – Street Services division delivers essential operational services across Plymouth Highways. The workshop supports a diverse fleet, ensuring legal compliance, safety, and high‑quality service delivery to internal departments and external customers. The team operates within strict regulatory frameworks, including VOSA and the Council’s Operating Licence.

The Role
The Workshop Shift Manager will oversee the day‑to‑day management of the workshop, ensuring the effective delivery of scheduled and unscheduled maintenance, inspections, MOT testing, and commercial services. You will lead a team of operational staff, maintain compliance with legislation, manage budgets, and ensure a safe, productive working environment.

Key Responsibilities
Ensure all inspections, maintenance and testing are completed on time and in line with legislation and VOSA requirements.

Manage a team of approx. 14 FTE in delivering planned and reactive maintenance, MOTs, inspections and repairs.

Oversee a service budget of approx. £750k, ensuring efficient delivery and income generation.

Implement policies, procedures and safe working practices to support effective workshop operations.

Lead all aspects of Health & Safety, including risk assessments and workplace compliance.

Maintain productivity levels in line with commercial garage standards.

Manage the Council’s MOT station, ensuring compliance with VOSA protocols.

Deliver commercial MOT, servicing and repair services to external clients and the public.

Liaise with internal and external customers regarding scheduling and service delivery.

Ensure accurate documentation, record‑keeping and use of ICT systems to monitor performance.

Manage stock control processes to meet operational needs.

Handle customer complaints within corporate timescales.

Support training and development of staff, including delivery of in‑house training.

Carry out other duties appropriate to the grade.

Candidate Requirements
Essential Qualifications & Experience
GCSEs A*–C (9–4) in Maths and English (or equivalent).

Vehicle technician qualification or extensive experience managing a vehicle workshop.

IOSH or equivalent Health & Safety qualification.

Full UK driving licence.

Strong understanding of Road Transport Law.

Significant experience managing MOT testing operations.

Experience delivering inspections and testing under an Operating Licence (VOSA).

Experience managing commercial services and generating income.

Demonstrable customer service excellence.

Extensive experience managing workshop/garage services.

Proven leadership and resource allocation experience.

Strong ICT skills, including Word and Excel.

Experience planning operational service needs under financial and resource pressures.

Strong performance management and change management experience.

Experience training and developing staff.

Extensive budget management experience.

Desirable
Experience using Tranman or similar fleet/workshop management systems.

Knowledge of compliance vehicle maintenance and legislation.

Suitable for candidates with transport management or HGV compliance backgrounds.
