Chartered Valuation Surveyor – Technical Lead – Role Overview
We are looking for a Chartered Valuation Surveyor interested in becoming a Technical Leader within the Regional Valuation Unit (Wales & West), to undertake complex and high profile Non Domestic Rating casework.
Our Technical Leaders provide technical advice to colleagues across the network. You will be a technical expert with a natural ability to coach and nurture colleagues undertaking professional qualifications. The role is essential to supporting our future surveying talent pipeline and providing valuable technical advice, leadership, and guidance to the Agency.

The role will primarily deal with NDR Classes where there is a unit wide or cross unit impact due to, for example, reputational of financial risk.
We are eager to hear from experienced Valuation Surveyors with rating and local taxation experience. You will have dealt with a broad range of property types across different valuation methodologies through to valuation tribunal.
Key Responsibilities
The role includes:
- Delivering Non-Domestic Rating casework and providing technical leadership, guidance, and support to caseworkers, undertake peer review and Rating Value Assurance as required on complex, high risk or high profile valuations. To escalate such issues to Senior Management where appropriate.
- Leading, motivating, and inspiring others to deliver results including sharing your professional knowledge to support the development of others. Using these skills to coach and nurture colleagues undertaking professional qualifications.
- Setting and maintaining a strategic overview of the framework for the work of the team, including embedding the VOA vision and values.
- Offering advice and guidance on complex issues which cannot be resolved within the normal rules or precedents. Managing and assuring technical issues across the unit including analysing emerging problems, maintaining an overview of QC/QA outcomes, identifying, and making recommendations on individual and team learning needs, and feeding into lessons learnt process.
- To develop and deliver technical updates or presentations to assist with building capability within the Unit and across the wider VOA and providing advice and support to the Unit Head on the implications and risks covering legal precedents and changes to valuation approach.
- Undertaking individual casework where a unit-wide impact of a point of wider principle is at stake.
- Giving advice on a broad range of property types across different valuation methodologies, supporting through the Check, Challenge, Appeal process. Providing expert witness testimony and advocacy in complex litigation at Valuation Tribunal England / Valuation Tribunal Wales / Upper Tribunal Lands Chamber and beyond.
