Based in the head office in St Mellons, Cardiff an opportunity has arisen for a Regional Building Surveyor to join our Property Department. Reporting to the Director of Property Management.ObjectivesProvide an estate management service to care services and facilities across, Wales and West Country, Herefordshire, Shropshire and the West MidlandsDuties & ResponsibilitiesCarry out routine inspections and annual condition surveys in line with contractual requirementsPrepare schedules of work relative to inspections and condition surveys including specifications and drawings and assisting with tender and contract documentation where appropriateSupervising onsite works, authorising payments and final accountsLiaise with the Care Service Managers in respect of Service User occupation and empty bedroom managementWrite technical reports for the monthly Executive and Board meetings.Participate in annual H&S audits in line with contractual requirementPrepare Planned Maintenance Programmes and assist with management of associated life cycle funds and finance streamsAssist in the preparation of annual property budgets; liaising with the Operations team and Finance DepartmentsAttend Contract Monitoring Meetings and represent the organisation in meetings as and when requiredReview and action remedial works identified by inspections from Statutory bodies including Health and Safety Executive, Fire Officers, Environmental health Officers and the Care Quality CommissionAssist in the preparation, implementation and monitoring of health and safety standardsParticipate in the management of specific tasks, i.e. Asbestos, CDM Regulations, Control of Legionella and Fire Risk ManagementParticipation in the Groups Environmental Management System accredited under ISO14001Provide technical assistance to manage property related contract variationsContribute in managing and overseeing applications in respect of the Energy Efficiency Initiatives such as the Green Deal and the Energy Savings Opportunities schemeProvide training and mentoring to direct labour operatives and Care Service ManagersAssist in the management of the Approved Supplier and Contractor databaseAssist in the management of the organisation’s statutory compliance service agreementsManage property leases and ensure all requirements are fully complied withTo act as employer’s representative on new build projects, agreeing specifications and standardsTo act as the primary point of contact for approximately 20 care facilities and associated service contractorsTo undertake the role of Client or Principle designer in respect of CDM RegulationsTo keep records, manage databases, update the Lifespan Asset Management System and CAFM system and monitor the Maintenance Operative compliance systemTo participate in the organisation’s expansion programme, carry out due diligence surveys and analysis of potential care home acquisitionsEssential CriteriaRecognised qualification in Building Surveying or Construction ManagementMinimum of 3-year post qualification experienceSelf-motivated and be able to work remotely or as part of a teamExcellent communications skills both written and verbalExperience of running multiple projects across a geographical areaSound knowledge of Health and Safety and Statutory complianceDriving licence and access to a carAttend routine meetings in the care services and regional offices and occasionally stay away from home overnightDesirable CriteriaExperience in working within the care sectorNEBOSH or IOSH QualificationExperience in managing complex PPP and PFI contractsA good understanding of Life cycle fund management Results driven and demonstrates the ability to manage time sensitive KPI’sExperience and knowledge in the operation mechanical & electrical systemsExperience of using Asset Management and CAFM systems
