A national public body responsible for protecting, managing and promoting England's historic environment is seeking an experienced Head of Office Estates to lead the strategic and operational management of its office property portfolio.
The Head of Office Estates will lead a dedicated team responsible for the full lifecycle of the organisation's office estate. This includes property acquisitions and disposals, lease management, landlord and tenant negotiations, statutory compliance, financial oversight, and income generation opportunities.
Key Responsibilities
- Lead, develop and manage the Office Estates team, setting clear objectives and ensuring high performance, excellent customer service and continuous improvement.
- Lease negotiation, rent reviews, renewals, licences, wayleaves, easements, and managing associated legal and procedural requirements.
- Ensure compliance with all legal, statutory and organisational policies, including health & safety, equality, procurement, finance and information security.
- Manage departmental budgets, ensuring spend aligns with priorities and complies with procurement and financial policies; oversee year‑end provisions and accruals.
- Oversee the organisation's office property portfolio, including acquisitions, disposals, lease negotiations, licences, wayleaves, easements and tenancies.
- Act as lead negotiator on landlord and tenant matters, ensuring obligations are met and opportunities for improvement or savings are identified.
- Maintain accurate property records and ensure timely, accurate billing for tenants.
- Manage business rates obligations, including challenging demands and seeking external advice where appropriate.
- Conduct due diligence on prospective tenants in line with HMRC guidelines.
- Identify and maximise income generation opportunities across the office estate.
- Ensure timely completion of government reports and statutory returns (e.g., Cabinet Office benchmarking, State of the Estate, DCMS returns).
- Undertake additional tasks as required by the Director of Corporate Services.
Essential
- MRICS qualified with broad estates management experience.
- Strong expertise in landlord and tenant matters (critical for this role).
- Knowledge of business rating.
- Proven experience in procurement and contract negotiation.
- Experienced team manager with strong performance‑management capability.
- Ability to deliver consistently to deadlines and targets.
- Strong influencing, negotiation and communication skills.
