Summary
Morgan Hunt are currently working with a Professional Regulator in their search for an interim Outsourced Partner Manager to support the smooth running and performance of outsourced case work and the relating partnerships. This is a new role with genuine scope to define responsibilities, establish processes and influence how outsourced regulatory delivery evolves over time.
This role sits at the heart of regulatory operations and is focused on building and managing high-performing partnerships with multiple outsourced service providers delivering investigations and related regulatory service. This is not traditional supplier management - you will act as the "intelligent client", ensuring delivery is timely, high-quality, proportionate and legally robust, while maintaining appropriate regulatory oversight.
You will be responsible for managing the relationship, performance and service quality of the outsourced partner, ensuring clear expectations, strong governance and productive ways of working are established from the outset. The role requires someone who can balance operational oversight with strategic relationship management, embedding a collaborative but accountable partnership model.
You will monitor KPIs and service levels (including timeliness, throughput, case ageing and quality), implement quality assurance mechanisms such as file reviews and thematic audits, and work closely with internal regulatory, legal and governance teams to ensure standards are consistently met. You will also oversee contract performance, commercial arrangements and value for money, working alongside procurement and finance colleagues where required.
The successful candidate will bring demonstrable experience managing large-scale outsourced partner relationships (for example, organisations such as Capita or similar). You will have strong operational management experience, ideally within legal, enforcement, investigations, regulation or complaints environments. A solid understanding of contract management, performance assurance and public sector governance frameworks will be essential.

Key Responsibilities
· Act as the primary relationship manager for a major outsourced investigations partner.
· Establish clear service standards, governance structures and ways of working.
· Monitor performance against agreed KPIs and service frameworks.
· Ensure evidential quality, fairness and legal robustness of outsourced casework.
· Implement quality assurance arrangements, including audits and file reviews.
· Forecast demand and manage case allocation across the partner relationship.
· Manage contracts in line with regulatory and public sector requirements.
· Identify and manage risks associated with outsourced regulatory delivery.
· Provide assurance reporting to senior leadership and governance bodies.
· Drive continuous improvement and optimise the outsourced operating model.
Candidate Profile
· Proven experience managing large outsourced or commissioned service partnerships.
· Strong contract management and performance management expertise.
· Operational management background within investigations, enforcement, regulation, legal or complaints environments (highly desirable).
· Experience interpreting performance data to drive improvement.
· Excellent stakeholder management and influencing skills.
· Strong judgement, integrity and ability to manage complex relationships.
· Experience working within regulatory or public sector frameworks (desirable).
