Summary

We are seeking an exceptional and strategic senior leader to join a forward thinking Housing and Communities Directorate at Hull City Council, with responsibility for leading property services that impact thousands of homes and communities. This is a unique opportunity to lead multidisciplinary teams and manage substantial budgets, while shaping the future of housing development and growth, building safety, repairs, compliance and asset management.
About the Role
You will provide visionary and strategic leadership across property functions including:
Repairs, maintenance, and building safety
Asset management and reinvestment
Housing development, regeneration and growth
Private housing regulation and enforcement
Compliance with landlord, fire, and building regulations
Sustainability and innovation in property services
Financial planning, budgeting, and risk management
Leading continuous improvement and complex programmes
Engaging and involving tenants and residents in service delivery and improvement
Partnering across internal teams, commercial subsidiaries, external stakeholders, and regulators
You will be a key member of the Housing and Communities Directorate, helping to shape organisational strategy and deliver high-quality, safe, sustainable, and value-for-money property services that put tenants and residents at the heart of everything.
About You
We want a leader who:
Has substantial senior-level experience in property, development, or asset management within social, supported, or affordable housing sectors
Demonstrates strong financial acumen and experience managing multi-million-pound budgets
Understands regulatory frameworks and compliance requirements deeply
Has a track record of delivering strategic housing development, asset management, sustainability strategies, and service improvements
Is skilled in building, motivating, and inspiring high-performing teams
Communicates effectively with senior leaders, elected members, boards, tenants, and external partners
Is resilient, adaptable, and passionate about putting people first and driving positive change
