Role Overview
The Senior Estates Minor Works Team Leader is responsible for the management, planning, and delivery of minor works and small construction projects (up to approx. £250k) across Trust sites. This includes supervising multi‑trade staff, delivering capital and revenue-funded projects, ensuring compliance with healthcare engineering standards, and supporting the overall Estates service and Capital Programme.The role combines technical expertise, project leadership, staff supervision, safety governance, and stakeholder engagement within an acute hospital environment. The post holder must ideally come from a construction background and demonstrate strong coordination, organisational, and communication skills.They will also contribute to staff recruitment, development, apprenticeships, and workforce planning within the Estates Department.The post includes participation in the Senior Engineers On‑Call rota.


Key Responsibilities

  • Directly supervise tradespeople delivering minor works and maintenance activities, ensuring performance, timekeeping, quality, and safety.
  • Act as a proactive team leader, setting standards, providing guidance, and supporting apprentices and trainees.
  • Liaise with internal stakeholders, including Development, Compliance, Finance, and clinical teams to ensure high‑quality project delivery.
  • Provide quotations, specifications, and technical input for internal/external works.
  • Attend management briefings, weekly programme meetings, and stakeholder engagement sessions.

Technical, Analytical & Operational Duties

  • Manage, prioritise, and monitor Planned Preventative Maintenance (PPM) and reactive tasks within the Estates FM system.
  • Undertake site surveys, fault diagnosis, minor design work, and technical assessments.
  • Provide expert guidance on construction/engineering systems, including enabling works, shutdowns, isolations, and complex building fabric issues.
  • Interpret drawings, specifications, and HTM/HBN requirements.
  • Maintain and control the Estates Permit to Work system for minor works.
  • Provide on‑call emergency response support outside normal hours.

Project Planning, Delivery & Resource Coordination

  • Plan, cost, organise, and manage minor capital and revenue works from concept to completion.
  • Support recruitment, skills assessments, training, and performance management for the in‑house Trades team.
  • Ensure projects are delivered on time, within budget, and to required quality standards, complying with HTMs, CDM, and all statutory regulations.
  • Maintain accurate records, asset registers, PPM updates, test equipment calibration schedules, KPIs, and performance metrics.
  • Manage external contractors and ensure value for money, compliance, and high standards.
  • Act as Project Manager on delegated capital schemes.

Governance, Risk & Compliance

  • Ensure all works comply with the Health & Safety at Work Act, COSHH, Trust policies, HTMs, HBNs, and other legislation.
  • Maintain safe systems of work, including medical gases, electrical systems, confined spaces, hot works, working at height, and hazardous environments.
  • Produce and review risk assessments, method statements, and safety documentation.
  • Prepare highlight reports on project progress, budgets, risks, and milestones.

Training, Development & Professional Growth

  • Facilitate training for Estates staff, apprentices, and technicians.
  • Maintain personal AP (Authorised Person) competency across specialist engineering systems as required.
  • Undertake training in asbestos, specialist engineering disciplines, and NHS technical standards.
  • Promote dual‑skilling and continuous development within the team.

Person Specification (Summary)


Essential Qualifications

  • Recognised trade apprenticeship (construction, mechanical, or electrical).
  • Minimum HNC in Building Services/Engineering or equivalent technical experience.
  • City & Guilds Level 3 (Electrical or Mechanical).
  • Ability to travel and hold a Full UK Driving Licence.
  • First‑line management qualification (or working toward).

Desirable Qualifications

  • Degree-level engineering qualification.
  • AP status (e.g., medical gases, HV/LV, ventilation).
  • Asbestos management qualification (e.g., BOHS P405).
  • Customer service training or additional trade-related certification.

Essential Experience

  • Staff supervision and day‑to‑day team management.
  • Experience in construction/mechanical/electrical building services.
  • Proven background in maintenance and minor works project delivery.
  • Ability to read and interpret technical drawings.
  • Experience producing costings/quotations.
  • Awareness of asbestos and safe working practices.

Desirable Experience

  • Working within acute hospital environments.
  • Knowledge of HTMs (medical gases, electrical, ventilation, decontamination).
  • Experience as AP/CP in relevant disciplines.
  • Experience supporting apprentices.
