Summary
The post holder will provide clinical leadership and direction for all practitioners in maintaining clinical and non-clinical standards of care and in implementing quality service improvements including ensuring that Care Quality Commission (CQC) essential standards are met.
The post holder will provide the leadership, operational co-ordination and management for the Older People Mental Health Inpatient Wards and Community Services in Bury. This will involve working closely with the borough Associate Director and partner agencies to ensure the delivery and development of high-quality services within the borough.

To take responsibility for the operational management and leadership of the Older
People inpatient wards and Community Services within the designated borough
• To provide leadership that ensures local service development and service delivery in designated areas of responsibility reflects national policy, priorities and best practice
• To act as a source of clinical advice and expertise in relation to the care of older adults with mental health needs
• Work with the borough Associate Director to agree a performance assessment framework and monitoring process for operational services
• To lead and assist in the continuous improvement of services through
development and change management
• To contribute to the planning, implementation and monitoring of the borough service plans
• To be responsible for ensuring that the services within the designated areas of responsibility deliver high quality, safe and supportive care to service users and their families
• To be responsible for ensuring that all staff operate within mental health legislation
• To be responsible for contributing to care pathways and protocols with referring agencies and commissioners to address policy guidance and standards
• To be responsible for the management and control of designated budgets ensuring the effective use of finances and staffing resources
• To be responsible for identifying financial pressures, cost improvements and effective use of resources within designated area of responsibility
• To ensure that all staff area aware of policies, procedures and protocols and work within their framework at all times
• To appropriately manage HR related matters in conjunction with the Ward/Team
Managers and HR support taking remedial action where necessary in accordance with policy
• To manage complex professional/clinical competency and capability issues and take responsibility for the implementation of any resultant actions for the individual or service
• Work with the borough Quality Governance Lead and Associate Director to develop and implement a governance framework within designated services
• To lead on the recruitment, selection, induction and retention of staff within the designated area of responsibility
• Review skill mix and team profiles in line with development models of care and the workforce strategic agenda
• To analyse data from Trust IT systems to inform and improve service delivery
• To manage and participate in the bronze / borough on call rota
• To be responsible for effectively escalating key issues as appropriate whilst also ensuring effective use of the scare inpatient resources and supporting optimal patient flow
Strategic Development
• Integrate health / social care professionals within the defined model with single line management in line with mental health structures
• The post holder will provide clinical leadership and direction for all practitioners in maintaining clinical and non-clinical standards of care and in implementing quality service improvements including ensuring that Care Quality Commission (CQC) essential standards are met.
• Represent mental health services for Older Adult Inpatient and Community Services at key strategic development forums as requested or directed
• Contribute to the development of a range of services for Older adults with mental health problems alongside other professionals and voluntary independent sector agencies
• Develop effective working relationships with other local stakeholders to contribute to the development of older adult services
• Ensure active representation on the borough management team, governance groups, expand to other groups
Clinical:
• Ensure compliance with all CPA requirements across the inpatient wards and home treatment teams
• To be responsible for ensuring that staff are adequately trained to utilise and manage the clinical data recording system (Paris)
• Promote the Mental Health Act Code of Practice and ensure compliance with the
Mental Health Act requirements
• Review practice regularly and implement any necessary changes in line with evidence based practice
• Take responsibility to maintain the standards of the ward environment using PLACE, Health & Safety, and infection control standards
Clinical Governance:
• To be responsible for ensuring that service users and carers are actively involved in the most appropriate way with individual care planning and service
development
• To provide leadership which enables staff within designated area of responsibility to exercise judgement within a framework of accountability
• To ensure the development of a performance culture which meets best practice and contract standards
• To ensure that operational, service and trust policies and procedures are understood, implemented, adhered to and regularly reviewed
• Chair and investigate Post incident reviews, team management reviewed and complaints as required.
• Support borough Quality Governance Lead ensuring that lessons learned and actions are implemented following IMR’s and complaint investigations
• To initiate, particulate in, support and contribute to research development and audit within designated areas of responsibility
• Provide effective communication within designated services regarding all areas of governance
• Identify processes and implement them to generate a learning environment
