We have an exciting new job opportunity for a Prosperity & Devolution Senior Programme Manager to play a pivotal role in one of the most ambitious devolution programmes in the Thames Valley.
As the Prosperity & Devolution Senior Programme Manager you will lead complex programme management activity across multiple local authorities, shaping strategy, governance and business case development to support a proposed Mayoral Strategic Authority. This role sits at the heart of public sector reform and regional economic development.
Working closely with senior leaders, Members and government stakeholders, the Prosperity & Devolution Senior Programme Manager will coordinate multi-agency workstreams spanning infrastructure, housing, skills, inward investment and service transformation, ensuring robust planning, risk management and delivery assurance.

DUTIES
Your duties as the Prosperity & Devolution Senior Programme Manager include:
• Programme Leadership & Coordination: Lead the planning, governance and delivery of complex devolution and prosperity workstreams across multiple councils
• Strategic Business Case Development: Support the preparation of evidence-based proposals and submissions to central government
• Stakeholder Engagement: Build effective relationships with senior leaders, Members, partners, businesses and voluntary sector organisations
• Governance & Reporting: Establish robust programme management frameworks, reporting tools and corporate governance processes
• Risk & Issue Management: Identify, assess and mitigate programme risks within a politically sensitive environment
• Budget Oversight: Manage programme budgets, monitor expenditure and ensure value for money against agreed milestones
• Team & Matrix Leadership: Coordinate virtual, cross-authority teams and commissioned support to deliver shared outcomes
• Performance & Assurance: Track progress against strategic objectives, ensuring delivery is on time, within scope and aligned to statutory requirements
CANDIDATE REQUIREMENTS
ESSENTIAL
• PRINCE2 qualification (or equivalent project or programme management certification)
• Previous experience in leading large-scale programme management within local or central government
• Proven experience of delivering complex transformation and public service reform initiatives
• Strong understanding of devolution policy, local government governance and regional structures
• Experience of operating at senior level and influencing across political and organisational boundaries
• Demonstrable experience in stakeholder engagement, strategic partnership working and matrix team leadership
• Excellent analytical, problem-solving and reporting skills
• Ability to manage competing priorities within a fast-paced, high-profile environment
DESIRABLE
• Experience supporting the development of regional economic development or inward investment strategies
• Experience implementing programme management office (PMO) frameworks and reporting systems
• Background in coordinating cross-sector partnerships within complex public sector settings
