Hours: Monday - Friday, 35 hours per week


Role Overview

We are seeking an experienced and strategic leader to join our Leadership Team as Head of Neighbourhood Services. Reporting to the Director of Neighbourhood Services, you will lead our Housing, Maintenance and Factoring services, ensuring the delivery of high-quality, customer-focused and compliant services to approximately 4,500 tenants and 2,700 owner occupiers.

You will be responsible for driving performance, delivering value for money, ensuring regulatory compliance and embedding a culture of continuous improvement and right first-time service delivery. This is a pivotal role in achieving the Association’s strategic objectives and sustaining vibrant, inclusive neighbourhoods.

Key Responsibilities

Provide strategic leadership and professional advice as head of Housing, Maintenance and Factoring services to the Director, Executive Team and Board.
Lead, motivate and develop high-performing teams that deliver customer-first, right-first-time services aligned with Association values.
Oversee effective tenancy management, planned & reactive repairs, and factoring services for approximately 4,500 tenants and 2,700 owner-occupiers.
Develop departmental strategies, policies and continuous improvement plans, driving innovation and service transformation.
Manage significant income & expenditure budgets (rents, service charges, factoring), ensuring value for money, efficiency and financial control.
Ensure full regulatory compliance (Scottish Housing Regulator, legislation, health & safety, equality & diversity) and upper-quartile performance.
Monitor KPIs, produce performance reports for Executive, Board and Factoring Board, and implement actions to achieve and sustain targets.
Actively engage customers in service design and policy development while building strong partnerships with tenants, owners, contractors and external stakeholders.


Essential Criteria

Senior-level experience managing social housing services, including housing management, repairs/ maintenance and/ or factoring.
Proven ability to lead, coach and develop diverse, high-performing teams.
Strong track record delivering high-quality, customer-focused services with excellent tenant and owner satisfaction.
Experience actively engaging and involving a diverse range of customers in policy development and service design.
Demonstrable success implementing innovative solutions to improve service quality, efficiency and outcomes.
Significant experience managing large, complex, multi-strand budgets while delivering clear value for money.
Strategic leadership experience, including driving change, service transformation and continuous improvement.
Educated to degree level, or equivalent through substantial experience in a similar leadership role, plus deep understanding of social housing, Scottish Housing Regulator requirements, statutory/ regulatory frameworks.
