Job Introduction

We are seeking an exceptionalHead of Technical Services to provide senior leadership across the HMRC West estate, supporting the operational infrastructure of HM Revenue & Customs (HMRC).

This is a high-profile senior leadership role accountable for the strategic direction, governance and operational delivery of all Hard FM services across a complex, multi-site government contract.

As Head of Technical Services, you will act as the senior technical authority across the HMRC West portfolio, leading Technical Services Managers and the Asset Manager to ensure safe, compliant and efficient delivery of:

  • Planned maintenance
  • Reactive and corrective works
  • Lifecycle and asset optimisation programmes
  • Engineering resilience and business continuity planning

Working in close partnership with the Head of Workplace Operations and senior client stakeholders, you will shape and implement technical infrastructure strategies that protect operational continuity, optimise whole-life cost and embed Sodexo’s Zero Harm Mindset across all engineering activities.

Whatyou’ll do:

  • Lead the operational delivery of all Hard FM Technical Services across HMRC West.
  • Provide strategic leadership to Technical Services Managers and the Asset Manager.
  • Act as senior technical authority, guiding complex engineering decisions and risk mitigation strategies.
  • Ensure statutory compliance is robustly managed with zero risk exposure.
  • Implement engineering resilience and business continuity protection frameworks.
  • Develop and implement asset management strategies to optimise lifecycle performance and reduce whole-life cost.
  • Lead resource optimisation across engineering teams and supply chain partners.
  • Oversee supplier and subcontractor performance to ensure quality, value for money and contractual compliance.

The Environment

HMRC West is a large, multi-site public sector contract with complex and operationally critical infrastructure, including:

  • Diverse M&E systems
  • Life safety infrastructure
  • Business-critical building assets

Key challenges include:

  • Leading multi-site Hard FM delivery through a layered management structure
  • Maintaining zero statutory compliance breaches
  • Managing engineering risk across critical infrastructure
  • Ensuring uptime within live government environments
  • Balancing cost efficiency with technical integrity and compliance
  • Delivering clear reporting dashboards across safety,uptimeand SLAs
  • Aligning long-term asset strategy with operational delivery

This role requires strong technical credibility, commercial awareness and the ability to influence at executive client level.


What you bring:

  • Degree, HND or equivalent in Engineering or Technical discipline.
  • Extensive multi-disciplinary engineering knowledge (electrical, mechanical, HVAC, life safety systems, BMS, fabric).
  • Strong knowledge of statutory compliance frameworks and regulatory requirements.
  • IOSH or NEBOSH qualification (or equivalent health & safety accreditation).

Experience

  • Senior leadership experience within Hard FM or Technical Services.
  • Experience managing managers across multi-site operations.
  • Proventrack recordof delivering zero compliance breaches.
  • Experience managing supply chain and subcontractor governance.
  • Experience leading engineering resilience and business continuity planning.
  • Experience managing reporting frameworks and performance dashboards.
  • Experience contributing to capital planning and lifecycle strategy.
  • Experience operating within regulated or public sector environments (desirable).
